The Republic of Azerbaijan has received financing from the World Bank toward the cost of the Financial Sector Modernization Project, and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include technical assistance on conducting a training for Azerpost staff in delivering financial services.

The main objective of this technical assistance project is to assist Azerpost in creating e-learning capacity, training capacity and a compensation system at Azerpost.

Training capacity should be able to improve skills of different levels of management and employees of Azerpost LLC, particularly personnel in regional branches and post offices in the field of sales techniques, customer relations and customer complaints, marketing and development of new products and related subjects. E-learning capacity is envisaged to be supported by a Learning Management System (LMS).

In addition to abovementioned subjects, all selected managers should be trained on operational risks management, branch management, leadership, team building, presentation skills, organization and running of meetings, negotiations skills etc

The ultimate objective of this project is to support Azerpost in building its capacity in the provision of training of its staff to make its operation more competitive and effective by strengthening the training coordination, talent development and through train the trainers

It is critical that the training function is linked with other functions in the field of Human Resource Management (HRM) such as job assessment, motivation, career development and internal communications

This assignment comprises the objective of provision of training to selected groups including:

  • Trainers;
  • Selected managers and specialists from head office and regional branches;
  • Tellers (or: operators) in and heads of rural post offices.

The consultant is required to undertake the following tasks:

  • Review of the Training Needs Assessment including an e-learning needs assessment;.
  • Training policy and plan;
  • Training organization;
  • Training of Trainers (ToT);
  • Customizing training curricula;
  • Training planning and execution:
  • Evaluation of training as a tool of human capital development;
  • Establishment of a comprehensive compensation system.

Azerpost Limited Liability Company now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills etc.).

Consultants will be shortlisted according to their general qualifications, demonstrated track record of successful implementation of similar projects and assignments, and experience in similar markets (in terms of size, location, socio-economic background).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's
Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
