  1. The Government of Angola has received financing from the World Bank toward the cost of the Regional Disease Surveillance Systems Enhancement Project and intends to apply part of the proceeds toward payments under the contract for the Procurement of Rabies Vaccines (Vaccines for Animals and Vaccines for Humans). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
  2. The Regional Disease Surveillance Systems Enhancement Project now invites sealed Bids from eligible Bidders for the Procurement of 1800 000 Anti-rabies vaccine for animal use, 6.000 anti-rabies vaccine for human use and 2.000 human anti-rabies serum and immunoglobulin for humans, to be delivered using the Incoterms- Carriage and Insurance Paid (CIP 2020), Final Destination (Project Site) is Luanda – Angola as indicated in the bidding document ITB 14.8. Note that the 1.800.000 doses of Vaccines, distribution through the 18 provinces of Angola is required. The delivery period is as follows: earliest delivery date is 30 days and latest delivery date is 75 days, after Contract adjudication.
  3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  4. Interested eligible Bidders may obtain the bidding application form document using the link bellow or further information from Regional Disease Surveillance Systems Enhancement Project, with the attention of the Portfolio Operations Manager at procurement.redisse@minsapfss-ao.org and inspect the bidding document during office hours 08H00 to 15H30.
  5. The bidding document in English may be requested free of any charges by interested Bidders upon the submission of the bidding application form to the electronic address above. The document will be sent by e-mail.
  6. Bids must be delivered to the address below on 23rd January 2024, no later than 12H00 (WAT). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’designated representatives and anyone who chooses to attend at the address below on 23rd January 2024 no later than 12H30 (WAT).
  7. All Bids must be accompanied by a Bid-Securing Declaration.
  8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
