This activity aims to support the Governments of Tamil Nadu (TN) and Maharashtra (MH) in fostering job creation. This activity will conduct rapid diagnostics; select key relevant economic sub-sectors; and produce action plans aiming at developing sub-sectors with high growth and job creation potential; through the following approach: For each sector listed below and for each state; use existing evidence and analysis to identify key opportunities for job creation. Maharashtra: agribusiness and entertainment-based tourism. Tamil Nadu: care economy. Identify actionable blueprints to develop these sub-sectors; including stroke-of-the-pen policy reforms and sector and district specific investments. Identify job creation bottlenecks and opportunities related to the supply of labor; (e.g.; skilling). Work with private sector players in selected sectors in addition to stakeholders within and outside government as partners for design; implementation; and monitoring. Support the activation of the action plan by the governments. Sectoral candidates include labor-intensive services and manufacturing; including the food value chain.
