Introduction
The People's Republic of Bangladesh (GOB) has received a credit from International Development Association (the Bank) in an amount of US$ 375 million and a Grant from Pilot Program for Climate Resilience (PPCR), one of the targeted programs of the Strategic Climate Fund (SCF) under the Climate Investment Funds (CIF) of US$ 25 million to meet the implementation cost of the CEIP-1.The overall project development objective is to increase the resilience of coastal population to natural disasters and climate change by rehabilitating and improving the polder system in the contagious six coastal districts comprising Satkhira, Khulna, Bagerhat, Pirojpur, Barguna and Patuakhali Districts.The proceeds from this credit would be used to eligible payments under this contract as mentioned above.
Project Background
A feasibility study was conducted for 17 polders in the six coastal districts mentioned above. Detailed designs have been prepared for 5 (of the 17) polders along with the Enviornmental Implact Assessment (EIA), Environment Management Plans (EMPs) and Resettelment Action Plans (RAP).
A Supervision & Design Consultant will be recruited under a different contract to administer the civil works contracts and ensure that the project works are constructed in accordance with the provision of the contracts.
Scope of Services
The M&E consultancy firm will be mainly responsible for the following three primary purposes (i) carry out independent M&E of project progress, inputs, outputs, processes, outcomes and impacts in relation to the various project works and activities; (ii) carry out independent monitoring of project specific operational risks and mitigation measures, and supervision of the emvironment and social management plans; (iii) provide independent and regular feed back to the Project Steering Committee (PSC) on its evaluations of the above as well as on any other specific issue as directed by the PSC.
The firm will be responsible for (a) the monitoring and evaluation of project physical and financial progress and performance, project inputs, outputs, and outcomes, and impacts; (b) the superivision of environmental and social development and safeguard management aspects with respect to all project components of the CEIP-I; and (c) the provision of management support to the BWDB/PMU. The M&E activities will provide continuous feedback to the GoB the PSC and Development Partners on the project's performance, and on mitigation of negative impact under various components, so that corrective actions can be undertaken in a timely manner if necessary.
Some of the tasks of the M&E Consultants will include:
*Create a comprehensive monitoring and evaluation framework for the CEIP-I;
*Develop baselines for the key project indicators for tracking project inputs, outputs, outcomes, and operational risks;
*Track key indicators (input, output and outcome) during project implementation,
*Carry out monitoring and evaluation of governance risks of the project (as identified in the project Governance and Accountability Action Plan);
*Effectively use community knowledge and feedback to address delays in service delivery, or spotting contractor irregularities;
*Develop a user-friendly, interactive, web-based computerized Project Monitoring Information System for monitoring CEIP-I activities;
*If delays occur, recommend appropriate remedial actions to ensure timely implementation;
*Supervise the implementation of the Environmental Managmenent Plans (EMPs) and their compliance with the project Environmental Management Framework (EMF)
*Supevrive the implementation of the Resettelment Action Plans (RAPs) and their compliance with the project Social Management and Resettlement Policy Framework (SMRPF);
*Provide reporting to PSC;
*Preparation of Mid Term Review (MTR) report;
*Preparation of Implementation Completion Report;
*Establish and maintain a comprehensive project information website that provide all project related information including outputs and impacts; and
*Strengthen the capacity of the project implementing agencies, including the PMU, to monitor project impacts and use the PMIS by providing on-the-job training.
Duration / Reporting
The M&E Consultant is expected to assist the Project for the total project duration of six years. The M&E Consultant will report directly to the Project Steering Committee (PSC), but the Project Director (PD) of the Project Management Unit (PMU) will be responsible for its contract management and supervision on behalf of the PSC.
Qualificaiton/ Selection / Association
Bangladesh Water Development Board (BWDB) under the Ministry of Water Resourcesnow invites eligible consulting firm(s) to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services (such as: brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The financial capability should be shown as Financial Turn Over supported by audited financial reports for the last five years.
The consulting firm(s)/consortia should have internationally acclaimed engineering or relevant professional experience andencouraged to have association with qualified local consulting firm(s) of Bangladesh.The form association, if any, should be clearly indicated either "joint venture" or "sub-consultancy"; and all members should have well defined inputs to the assignment. In the case of joint-venture, all firms/entities shall be jointly and severally liable for the entire consultant's obligations under the contract. In case of sub-consultancy, the lead firm shall sign the contract and shall be liable for the entire consultant's obligations under the contract. It is preferable to limit the total number of firms including their associates to maximum of two.
The EOIs would be reviewed on the basis of the following aspects to prepare a short list:
1. Registration of Firm.
2. Age of Firm.
3. Availability of Professionals with Appropriate Skills
4. Annual Turnover
5. Availability of Resources
6. Experience of the Firm in Similar Task.
7. Experience of the Firm in Other Services.
8. Support Services of the Firm.
Selection Procedure
Selection of the firm will be based on QBS (quality based selection) in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers" published by the Bank in January 2011. Firms involved in Project implementation would not be eligible for the assignment.

Submission Due Date
Expressions of Interest must be delivered to the address below by August 22, 2013 in four sets (1 original+ 3 copies) and clearly marked "Expression of Interest" for the "Consultancy Services for Third Party Monitoring & Evaluation (M&E) of overall project implementation (Contract Package No.CEIP-1/C2/S3)".
Conflict of Interest
BWDB is also carrying out selection of consuting services for Construction Supervision, Designs and Contract Management in parallel (Contract No. CEIP-1/B2, B3 & C1/S-2) that is likely to be selected first. The firms selected for Construction Supervision would not be eleigible for contract for M&E services due to inherent conflict of interest.
Right to Select/Reject
The authority reserves the right to accept or reject any or all the EOIs, or annul the process at any stage without assigning any reason(s) whatsoever and without incurring any liability to the affected applicant(s).
