Project Supervision and Implementation Support Consultants (PS&IS Consultant)

The Government of Khyber Pakhtunkhwa has received financing from the World Bank/IDA toward the cost of the Khyber Pakhtunkhwa Rural Investment and Institutional Support Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include support to the Project that aims at Creation of Service Providers for Value Addition, Processing and Farm Mechanization, Development of Rainwater Harvesting Systems, Promotion of Climate Smart Agriculture Technologies and Research & Development on High Value and Regenerative Agriculture.

The project intends to provide 1400 No. Agricultural Machinery and Implements to the farming community, strengthening of 60 No. existing Agriculture Machinery Repair Workshops, Reclamation of 12285 acre of Culturable Waste Land, Installation of 544 No. Walking Tunnels, provision of 700 No. Vertical Farming Technology, delivery of 0.2 million Branding Materials for Agriculture Products, Crop Simulation Modeling for Four Major Crops, Support to woman through Inputs & tools for Kitchen Gardening, provision of 200 units of Biochar Kiln and 160 No. Composter, Demonstration of Fertilizer and Manure Management for 2755 Acres, delivery of 1700 No. Modern Honeybee Hives and Honey Extractors, Construction of 756 No. Soil and Water Conservation Structures, Agronomic Low Cost Interventions for 1121 Acres of Land and 584 No. Training for Capacity Building of Farming Community in all the newly merged districts including Frontier Regions of Khyber Pakhtunkhwa.

The estimated level of effort will be about 600 professional staff-months. The services are likely to be required over a period of Five years tentatively starting from July 2024.

Agriculture Department, Government of Khyber Pakhtunkhwa now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Eligibility Criteria for assessing Expression of Interest include:

  1. Corporate Capacity (core business and years of experience in same business for at least 10 years)
  2. At least Four (4) similar assignments completed in last Seven (7) years indicating the nature and scope of these assignments in areas of design, supervision, procurement, contract administration, quality assurance, environment management planning, implementation of resettlement action plan, in Agriculture or similar sectors, adoption and implementation of innovative agricultural practices. In case of the JV, each member of the JV should be able to substantially meet the shortlisting criteria (e.g. core business and general experience of 10 years, experience with minimum two (2) similar assignments, etc.). However, all members together should meet all the required criteria.
  3. Logistical capacity of the firm as evident through established and functioning offices.
  4. Overall technical capacity of the firm. (Key Experts will not be evaluated at the shortlisting stage).

Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments and completion certificates/contracts, experience in similar conditions, availability of appropriate skills among staff, etc.).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [revised 4th Edition, November 2020] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and paragraph 3.18 regarding ‘Unfair Competitive Advantage’.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. In case of JV, please make sure that the number of partners is not more than three (3).

Firm will be selected in accordance with the Quality & Cost-based Selection (QCBS) method set out in the World Bank’s Procurement Regulations .
