STUDIES OF SMALL IRRIGATION SYSTEMS UP TO 5HA, IN THE PROVINCES OF CUANZA NORTE, CUANZA SUL, MALANJE, BIÉ, HUÍLA AND HUAMBO

The Government of Angola has received financing in the amount of US$ 230 millions from the World Bank and the French Development Agency (AFD) to finance the Commercial Agriculture Development Project (CADP), intends to apply part of this financing for hiring of consultancy companies for Studies of Small Irrigation Systems up to 5ha, in the Provinces of Cuanza Norte, Cuanza Sul, Malanje, Bié, Huila and Huambo.
The Project Development Objective (PDO) PDAC is to increase the competitiveness of agriculture in selected value chains and improve the market valuation of agribusiness. In this context, competitiveness refers to the long-term success of various companies, understood as the ability to develop products that can be considered genuine substitutes for the world's leading companies. Agribusiness refers to all the players in the project's target value chains, including large and medium-sized private sector producers, small producers through contractual agreements, processors, distributors, exporters, who can generate a marketable surplus.
The specific aim of this contract is to hire a service provider to carry out studies to implement irrigation solutions that help PDAC beneficiaries improve their access to water. To this end, the service provider must:
1. Evaluate existing water availability for the creation of 5 ha cultivation areas,
2. Proposing small irrigation systems capable of making up for the water deficiencies of crops at critical times of drought.
3. Assess the environmental and social conditions of the sub-project intervention areas and propose measures to mitigate and/or eliminate the potential socio-environmental impacts identified. The consultant must carry out environmental and social screening, prepare environmental and social studies and hold public consultations for each sub-project identified.
The service to be performed will be divided into 6 lots, (lot 1 - Cuanza Norte Province; lot 2 - Cuanza Sul Province; lot 3 – Malanje Province; lot 4 - Bié Province; lot 5 – Huila Province; & lot 6 Huambo Province) that will be awarded independently, according to the most advantageous proposals under the request of proposal (RFP).
The consultants must indicate for which lot they are applying.
The duration of the consultancy, for each lot, will be 12 months and the estimate of man-month, for each lot, is 21.

The Commercial Agriculture Development Project (CADP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) Experience of studying and implementing irrigation systems;
b) Knowledge about the agricultural reality of Angola, regarding water management systems for rural activities, particularly on small farms (5ha);
c) Experience to identify and define the tasks necessary for the implementation of small irrigation systems that require the application of motor pumps and pumps powered by solar energy and complementary equipment and all accessory material necessary for the systems. Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. According to the Financing Agreement between the Government of Angola and the World Bank, the Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
