1. This Request for qualifications (RFQ) follows the General Procurement Notice that appeared in dgMarket and UNDB online on May 13, 2013, on the MCA Entity website http://www.mca-indonesia.go.id/in/main_ind/pengadaan_detail/203/1 on May 9, 2013, and local newspaper Kompas on May 11, 2013.
2. The Millennium Challenge Corporation (“MCC”) and the Government of the Republic of Indonesia (the “Government”) have entered into a Compact for Millennium Challenge Account (“MCA”) assistance to help facilitate poverty reduction through economic growth in Indonesia (the “Compact”) in the amount of US$ 600,000,000 (“MCC Funding”). The Government, acting through the Millennium Challenge Account - Indonesia (“MCA-Indonesia”), intends to apply a portion of the funds to eligible payments under the contract for which this Request for Consultant’s Qualifications is issued. Payment by MCC will be made only at the request of MCA-Indonesia and upon approval by MCC, and will be subject, in all respects, to the terms and conditions of the Compact, including restrictions on the use of MCC Funding and conditions to the disbursements.
3. MCA-Indonesia hereby invites Consultant Firms to submit their qualifications for: “Developing Technical Capacity and Installing a Geographic Information System (GIS) at the Millennium Challenge Account-Indonesia”.
4. The work is expected to be started in November 2013 with duration of six months over a ten calendar month period. The level of effort during the duration of the consultancy is considered as full-time for the Project Manager and is estimated as intermittent for the other Key and support personnel. The location of work is Jakarta, Indonesia at the Headquarters of the MCA-Indonesia.
5. The Objective of this consultancy is to establish a GIS capacity in the offices of MCA-Indonesia for collecting, managing, analyzing and presenting geographic information in support of the Green Prosperity Project in general and the PLUP Activity in particular. To achieve this objective the Consultant will work directly with the MCA-Indonesia Green Prosperity Team to complete tasks in four key areas: (i) determining the organization-wide GIS needs of MCA-Indonesia; (ii) designing an appropriate GIS system for use by the MCA-I, and the GP Project and the PLUP Activity Teams; (iii) specifying, verifying and installing computer hardware, software and peripheral equipment; and (iv) provision of training and technical assistance. More details on the requested services are provided in the Terms of Reference which are available via email to interested Consultant Firms upon request. The Terms of Reference as well as any further information and clarification can be requested at the address below (see section 8).
6. The consultancy requires that the Consultant form and provide a team of Key Personnel who will be responsible for all project management, technical analysis, training, technical assistance, reporting and presentation aspects as presented in Section II of the TORs. The team of Key Personnel may be augmented by ‘non-key’ technical and administrative support staff as needed to successfully and efficiently carry-out the full scope of work. Full fluency in the Bahasa Indonesia, both written and spoken, is required of all personnel. The Key Personnel will consist of: Project Manager: a professional a with a university degree in information systems management, spatial (land use) planning, environmental studies or geography and with at least ten (10) years of experience in the implementation of similar projects that involve the development of GIS systems for spatial analysis, planning and management of natural resources. Experience in spatial planning in the Indonesian context, national/local/community institutional structure for management of natural resources is preferred. The Project Manager should have demonstrated knowledge of the use of GIS in planning and developing natural resources-based renewable energy projects. The Project Manager must demonstrate a minimum of three (3) previous assignments in GIS-related projects in Indonesia or Southeast Asian countries. System Designer and Information Technology Specialist: a professional with a university degree in computer sciences or information technology or and with at least five (5) years of GIS system design and implementation and application customization related to GIS spatial analysis and management of land and natural resources information, as well as experience in application customization, networking, testing, system acceptance and conversion of existing localized data sets into regional databases is required. Training Specialist: a professional with a university degree in geography, communications or education and with a minimum of five (5) years of experience in preparing specialized training courses and delivering GIS training to both non-technical and technical personnel with emphasis on land use planning and natural resource management related applications. Individual must be a ‘certified trainer’ of the GIS software selected to be installed at MCA-Indonesia.
7. Applications shall include sufficient information on which to assess the Consultant Firm’s experience and competence for the assignment. All supporting documents shall be in English. Electronic submission of applications (Including CV’s of Key Staff) is not acceptable.

9. A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualification Procedures stipulated in the MCC Program Procurement Guidelines (as amended), available at the following website: http://www.mcc.gov/pages/business/guidelines.
10. The assignment is open to all eligible Consultant Firms, and each applicant will undergo eligibility verification during the evaluation process and throughout the life of the contract, in accordance with MCC Guidance on Excluded Parties Verification Procedure found at: http://www.mcc.gov/procurement/partnercountries/guidancepapers.php.
11. The Criteria and sub-criteria for selection shall be as described in the below: . The Evaluation Panel will first review the applications to verify compliance with the mandatory requirements on a pass/fail basis. An application which does not satisfy all of the mandatory requirements will be rejected at this stage. . The mandatory requirements for this procurement are the following: . 1. The Consultant shall be a professional geomatics, GIS development, or multi-sector consulting firm (or consortium) with at least ten (10) years of demonstrated experience completing projects in the GIS field primarily for the spatial analysis and management of natural resources . 2. Previous working experience in Indonesia and/or Southeast Asian countries. . 3. Full fluency in the Bahasa Indonesia, both written and spoken, is required of all personnel . After completion of Phase 1, all applications found compliant with the mandatory requirements will undergo a detailed evaluation to determine the best qualified consultant. . To determine the best qualified consultant, the numerical scoring system, and the points allocated to each criterion are as described in the following table. . Evaluation Criteria Points 1) Specific experience of the Consulting Firm relevant to the assignment 30 2) Qualifications and competence of Key Staff for the assignment, as follows: 70 2.1) Project Manager (30 points) 2.2) System Designer and Information Technology Specialist (20 points) 2.3) Training Specialist (20 points) Total Technical Score 100 .
12. The minimum technical score to be considered for contract negotiations is seventy-five (75) points. An application shall be rejected at this stage if it does not respond to the Mandatory criteria and/or if it fails to achieve a score of at least 75 points.
13. The Consultant Firm achieving the highest technical score will be invited to submit a combined technical and financial proposal and then invited to negotiate the contract. Should negotiations fail with the selected Firm, negotiations may be initiated with the next highest ranked Consultant Firm.
14. MCA-Indonesia is not bound to accept any of the applications submitted by the Consultants, and may cancel the selection process at any time without providing any justification to the Consultants
