Objective and Purpose of the Assignment

1. The Government of the Republic of Kazakhstan (the government) has established Turar Healthcare as the National Operator with the aim of modernizing state health services. This includes plans to develop university and multidisciplinary hospitals and primary health care (PHC) facilities to be funded either by the state or as public–private partnership (PPP). The Ministry of Health of the Republic of Kazakhstan (MOH) has identified health infrastructure development as a priority and has requested ADB to assist with master planning for equipment and health human resources and related capacity building.

2. On 31 January 2024, the Asian Development Bank (ADB) approved a $160,000 small-scale technical assistance (TA) to support MOH [executing agency (EA)] and Turar Healthcare [implementing agency (IA)] with master planning for equipment and health human resources and related capacity building, especially for university and multidisciplinary hospitals. Improved healthcare planning will help establish an integrated, modernized, and climate-resilient health services network to achieve better quality and efficiency of public health services towards universal health coverage (UHC) and the Sustainable Development Goals (SDGs). The TA was requested by Turar Healthcare in a letter dated 20 June 2023 and by MOH in a letter dated 26 December 2023. As per ADB’s Country Operations Business Plan Kazakhstan 2021-2023, an Innovative Health Care Development Program (results-based lending) with possible co-financing is proposed.
3. The TA outputs are: (i) master plans prepared for material and technical equipment, and (ii) master plans prepared for health human resources, especially for 3 university or multidisciplinary hospitals. The two outputs will be implemented as a participatory learning and capacity building process. The TA will be implemented from January through December 2024.
A. Scope of Services
4. Consulting firm. The consulting firm will develop various masterplans and provide related capacity building to MOH and Turar Healthcare for the different outputs.
5. Specifically, the firm will:
(a) develop a national master plan for material and technical equipment based on the overall government plan of modernizing public health services. This is to be based on the concept of patient-centered continuity of care delivered through integrated health services networks, especially for 3 university or multidisciplinary hospitals. The firm will (i) develop a conceptual design for equipment planning, procurement, and maintenance and identify information availability and gaps; (ii) assess the current and proposed equipment for different types of health services; (iii) identify major issues affecting availability, use, and maintenance of equipment; (iv) conduct stakeholder consultations; (v) prepare 3 regional and 1 national master plans that include a long- term strategic framework, and templates for equipment planning, procurement, and maintenance based on proposed health infrastructure development plans; and (vi) prepare a proposed project concept and required due diligence. This planning will be used for capacity building of MOH and Turar Healthcare staff, and include a desk review, meetings, colloquiums, field visits, and study tours.
(b) develop a national master plan for health human resources, especially for 3 university or multidisciplinary hospitals. The firm will (i) review standards and good practices for health human resources based on efficient, climate-friendly, and resilient hospitals that support continuous quality improvement of the health services network including learning and training; (ii) assess current and proposed health human resources and management and financing implications; (iii) identify major issues that affect health human resources and options and risks to address these; (iv) conduct stakeholder consultations; and (v) prepare 3 regional and 1 national master plans for health human resources including proposed staff cadres and distribution, required education and training development including on climate change responsiveness such as how to identify, treat and manage patients presenting with symptoms of extreme temperature (such as from heatwaves) and respond to natural hazard driven disasters, staff management and benefits, and systems for quality improvement. This health human resources planning process too will be used for capacity building of MOH and Turar Healthcare staff and use similar support as output 1.
