Supply of LED Lamps for Outdoor Illumination of Station Tracks of Railway Trunk Network of Kazakhstan

This Invitation for Tenders follows the General Procurement Notice for this project which was published 14 February 2014 and updated 2 November 2015 on the EBRD Web Site, Procurement Opportunities (www.ebrd.com) and on the website of the JSC "National Company "Kazakhstan Temir Zholy" ("KTZ"). This Invitation for Tenders is published on EBRD Web Site www.ebrd.com, on the website of the of KTZ www.railways.kz.

JSC "National Company "Kazakhstan Temir Zholy" has received a loan from the European Bank  for  Reconstruction  and  Development  (the Bank)  towards  the  cost  KTZ - Energy Efficiency Programme. JSC "National Company "Kazakhstan Temir Zholy" represented by Directorate of Main Railway Network, the branch of JSC "National Company "Kazakhstan Temir Zholy" intends using part of the proceeds of funds provided by the European Bank for Reconstruction and Development (EBRD) towards the cost of the contract named below.

Directorate of Main Railway Network now invites sealed tenders from Suppliers for the following contract to be funded from part of the proceeds of the loan: Supply of LED Lamps for Outdoor Illumination of Station Tracks of Railway Trunk Network of Kazakhstan.

Supply of the Goods is planned for III - IV quarters of 2017, in 16 weeks after the contract signing. Delivery places - Material Bases - Branches of JSC "NC "KTZ" located in the following cities of Kazakhstan - Aktobe, Shuchinsk, Astana, Karaganda, Pavlodar, Semey, Taras, Almaty.

Detailed description of the Goods and the terms of delivery are provided in the tender documents.

Tendering for contracts that are to be financed with the proceeds of the funds provided by the EBRD is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

Proven successful experience on the market of LED lamps as a manufacturer and/or supplier of the similar LED lamps at least within the last three (3) years. Experience as Supplier in at least three (3) contracts within the last three (3) years that have been successfully and substantially completed and that are similar to the proposed Goods, each with a value of at least equivalent to 2,300,000 US dollars.
Proven sound financial position of a tenderer and its prospective long term profitability; minimum average annual turnover as prime Supplier (defined as billing for Goods delivered and under delivery) over the last three (3) years in amount equivalent to 20,000,000 US dollars.
Access to, or availability of, financial resources (such as liquid assets, unencumbered real assets, lines of credit, and other financial means) in the amounts not less than the equivalent of 2,500,000 US dollars.
Manufacturer's Authorization for the offered equipment in case the tenderer is not its manufacturer or producer. Manufacturers of equipment shall have successful experience in manufacturing of the offered or previous models of LED lamps at least within the last three (3) years.

All tenders must be accompanied by a tender security of in a form of a bank guarantee or in other form prescribed by the tender documents, in US dollars or local currency in the amount equivalent to sixty (60) thousand US dollars.

Tenders must be delivered to the office at the address below on or before 9 January 2017, 15.00 Astana time, and at 15.30 Astana time they will be opened in the presence of those tenderers’ representatives who choose to attend.
