REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

The Government of Angola has received financing in the amount of US$ 230 million equivalent from the World Bank and the French Development Agency (AFD) toward the cost of the Commercial Agriculture Development Project (CADP), and it intends to apply part of the proceeds for Consulting service for updating PLANIRRIGA.

The assignment will include the following three specific actions: 1. Updating the content of the 15 reports mentioned above, including main provisions related to Environmental and Social requirements in the reports. 2. Conduct field visits and assessments, in all irrigated perimeters. 3. Building the database in QGIS, with the introduction of existing data in the updated reports and Provide recommendations and standard operating procedures in line with international (WB Operational Policies and EHSG) and national environmental and social requirements, envisioning local development related to the improvement of the irrigated perimeters, with social inclusive, gender sensitive and sustainable approaches.

The consulting service will have a maximum duration of 10 months. The estimate of man-month is 70 men months.

Interested eligible firms and individuals who would wish to be considered for the provision of consulting services for the above-mentioned project, or those requiring additional information, Terms of Reference (TOR) for the assignment should contact the Borrower at the email address below.

The Commercial Agriculture Development Project (CADP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) Having at least 10 years’ experience in carrying out rural studies and (national) irrigation plans in the context of Sub-Saharan countries; b) Having a very experienced, diverse team of highly qualified staff to carryout rural development and rural engineering studies focused on the implementation of irrigation projects under a developing country context; c) Having at least 10 years of experience in the surveying, designing and producing topographic plans destined for the implementation of irrigated perimeters and its necessary interpretation; d) At least 10 years of experience in carrying out socio-economic studies related to the implementation of irrigation works; e) Having a strong capacity to critically analyze the existing gaps and providing the necessary solutions for an efficient management of irrigated perimeters; f) Having a strong capacity to critically analyze the existing and providing on social and environmental studies on rural environment; g) At least 10 years of experience in identifying, evaluating, defining measures to mitigate environmental and social impacts, and preparing Environmental and Social Impact Assessment (ESIAS) studies, 5 in infrastructure projects, in particular irrigation infrastructures.

Key Experts will not be evaluated at the shortlisting stage.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016) revised in September 2023 (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations.

A Consultant will be selected in accordance Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
