Borrower/Bid No: CO-T1344-SN2
Request for Expressions of Interest

The Multilateral Investment Fund (MIF) has received financing from the Inter-American Development Bank (IDB), and intends to apply part of the proceeds to payments under the project Development of an ESCO Market-Project Preparation Grant, for the provision of consulting services. The objective of this consultancy will be providing technical and legal backstopping and strategic advice to the MIF for the design and structuring of an Energy Efficiency and Clean Energy Facility in Colombia. The Facility will be established in the context of a MIF/IDB joint project aimed at fostering the development of a market for performance-based contracts in energy efficiency and clean energy (EECE). The Facility will offer financing for ESCOs and their clients, addressing existing barriers to accessing finance for EECE projects in Colombia. Required activities will include, inter alia: providing recommendations on the best design structures for the Energy Efficiency Facility; developing the financial products that the Facility should provide; analyzing the interest rates, project returns and other lending conditions; analyzing and providing justification for the level of concessionality needed; developing a potential financial model for a representative portfolio of investments for the Facility; developing a methodology to calculate expected GHG emission reductions; providing support for the definition of the lending manual; providing additional inputs, as needed, for the design and operationalization of the Facility.

The Inter-American Development Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information establishing that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications.

The contract will be awarded on the basis of a quality and cost selection, and the total available compensation for the required services is USD 80,000, including any travel expenses.

Consultants will be selected in accordance with the procedures set out in the Inter-American Development  Bank: Policies for the selection and Contracting of Consultants financed by the Inter-American Development Bank (current edition) and is open to all eligible bidders as defined in the policies.

Interested consultants may obtain further information at the address below during office hours 09:00 AM to 05:00 PM (US Eastern Time).

Expressions of interest must be delivered via e-Sourcing application at: https://enet.iadb.org/BidderWeb/signOn.aspx by Oct 11, 2013 06:00 PM (US Eastern Time).
