The Republic of Armenia hasreceived the financing from the World Bank toward the cost of the Irrigation Systems Enhancement Project (ISEP), and intends to apply part of the proceeds for consultingservices.
The consulting services ("the Services")include:
- Phase I: carryout feasibility study and including engineering investigations, preparation of Preliminary Design, technical, social andenvironmental analysis;
- Phase II: prepareof Detailed Design Packages, including Environment Impact Assessment (EIA), EMP and RAP (ifrequired);
- Phase III: carryout Author's Supervision (designer's supervision) during construction.
The contract for consulting services (Phase I & Phase II) is expected tostart in January of 2014. The duration of the assignment -9 (nine) months after contract signing (4 monthsare provided for Feasibility Study and 5 months - for preparation of Detailed Design Packages).
The contract for Phase III is expected to start in December of2014 through December of 2015.
The "Water SectorProjects ImplementationUnit" State Agency now invites eligible consulting firms ("Consultants") to indicate their interest inproviding the Services. Interested Consultants should provide information demonstrating that they havethe required qualificationsand relevant experience to perform the Services. The shortlisting criteria are:
(i) firm s general experience (core business and years in business)
(ii) firm s experience in the field of the assignment (number of years in the sector and similarassignments implemented in the last 10 years)
(iii) technicaland managerial capacities of thefirm (managerialand organizational structure, office and laboratory equipment, etc.) and
(iv) firm's regional experience (Armenia/CIS countries)
The attention of the interested Consultants is drawn toparagraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRDLoans and IDA Credits & Grantsby World Bank Borrowers, January 2011 ("Consultant Guidelines"),setting forth the World Bank's policy on conflict of interest.
Consultants mayassociate with other firms in the form of a Joint Venture (JV) or a Sub-consultancy to enhance their qualifications (please clearly state the status of association, e.g. JV or Sub-consultancy).
A Consultant will be selected in accordance with the Quality-and Cost-Based Selection (QCBS) method set outin the ConsultantGuidelines.
