The People's Republic of China has receivedfinancing from the World Bank toward the cost of theNingbo Municipal Solid Waste Minimization and Recycling Project, and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include: design review and advisory,consultancy service, construction supervision, project management, monitoring and reporting, and also training for projectmanagement institutes at various levels and capacity strengthening for these institutes. The estimated project implementationstage: from Nov. 2013 to Dec. 2017.

The Municipal Project ManagementOffice now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services.Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experienceto perform the Services.The shortlisting criteria are asfollowed: I) Company introduction, list of company references similar to this consultancy service, experience ofworking in similar project condition, the available consultants who would be in the consultancy team and their experiences andskills; II)Following listed consultants shall be provided at least for the companies with interesting of working for this consultancy service:i), solid waste treatment and technologies; ii), procurement and contract management; iii), civil engineering design, constructionand management; iv), kitchen waste treatment technology and process design review; v), resettlement and social impact management;vi), environment management.

The attention of interested Consultants is drawn to paragraph 1.9 of theWorld Bank's Guidelines: Selection and Employment of Consultants under IBRD Loansand IDA Credits & Grants by World Bank Borrowers, Jan.2011 ("Consultant Guidelines"), setting forth the World Bank's policy onconflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality- and Cost-BasedSelection (QCBS) or Quality-Based Selection (QBS) method set out in the ConsultantGuidelines.
