The Government of the Republic of Armenia (hereinafter referred to as the "Government") received a loan from the World Bank for the purpose of financing the "Local Economy and Infrastructure Development Program" and plans to use a part of these funds for the implementation of Consulting Services.

The purpose of the task . It is expected that as a result of the activities of the Project, local residents, tourists and enterprises of Armenia's Ararat, Vayots Dzor, Syunik, Kotayk and Lori marzes will benefit in particular. It is expected that in renovated cultural heritage sites and cities, public infrastructure will have greater accessibility and quality, the volume of private sector investment in the region, as well as the number of small and medium enterprises. The government will benefit in terms of overall tourism spending and increased tourist satisfaction, job creation, institutional capacity building of agencies, and improved capacity to operate and maintain assets.

A part of the funds of the TTEZ Project will be used for the implementation of technical supervision of the construction works of the sub-projects .

"Construction of external engineering infrastructures serving the hotel-restaurant complex of GBEJ LLC" of Garni village, Kotayk marz, RA, Garni community.

A time-based contract will be entered into with the consultant . The expected date of signing the contract is June/July 2024.

Services will be provided from the entry into force of the construction project contract until the completion of the construction works, as planned

"Construction of external engineering infrastructures serving the hotel-restaurant complex of GBEJ LLC" of Garni village, Kotayk marz, RA, Garni community: 120 days.

The Territorial Development Fund of Armenia (Client) invites qualified consulting organizations (Consultants) to submit requests of interest in order to perform the mentioned Services. Interested Consultants must submit a letter of interest and information (the charter and registration certificate of the organization, the list of key staff, the list of previous works certifying the experience of the organization, and in the case of awarding a contract, also the license for technical control of the quality of construction works in the relevant field and the attachments attached to the license: transport, hydraulic, in the energy sectors, which will demonstrate that they have the required qualifications and relevant experience to perform the aforementioned services.

The criteria for being included in the short list are:

1. The total experience of the organization: during the last 5 years, properly completed contracts for the technical supervision of road, street construction and/or reconstruction construction works - 30 points,

2. The special experience of the organization: properly completed contracts for the implementation of technical supervision of construction and/or reconstruction works of public buildings during the last 5 years - 70 points.

The attention of interested consultants is drawn to the World Bank Guidelines, "Selection and Hiring of Consultants by World Bank Borrowers for IDB Loans and IDP Loans and Grants, January 2011, Amended 2014", paragraph 1.9, which sets out the World Bank's interest policy regarding collision.

Consultants can team up with other organizations in the form of joint ventures or by hiring a sub-consultant to improve their qualifications.

The selection of the consultant will be carried out in accordance with the World Bank Guideline "Selection and Hiring of Consultants by World Bank Borrowers for IDB Loans and IDP Loans and Grants, January 2011, Amended 2014". According to the procedure "Selection based on the qualification of the organization" defined in clause 3.7.
