2.5 Detailed task description

The Municipalities of Nisporeni, Vărzăreşti and Grozeşti, with a total population of approx. 23,000, are located in the central western part of Moldova, close to the Romanian border. Nisporeni has been the administrative centre of the Rayon of Nisporeni since 2003.
The current water supply system of Nisporeni, Vărzăreşti and Grozeşti consists of a central water supply system in some areas of Nisporeni, as well as shallow collection wells offering public taps and individual shallow wells for the majority of private households. The central water supply system in Nisporeni is operated by Apa Canal (AC), a public utility company owned by the Municipality of Nisporeni. The entire water supply system as described above depends on groundwater, which does not satisfy drinking water standards. Moreover, the system does not offer sufficient water to meet the population’s demand, and is generally in a poor condition.
The Municipalities of Nisporeni, Vărzăreşti and Grozeşti, (“Employer”) have received funds from a multinational donor group for the project “Rehabilitation of the water supply system in the Rayon Nisporeni: Municipalities of Nisporeni, Vărzăreşti and Grozeşti, Republic of Moldova” (“Project”), Project Number OEZA 8199-01/2009. The Municipality of Nisporeni has been appointed the representative of the Employer and acts as Contracting Authority (CA) for all project related contracts.
The group of financiers consists of the European Union (“EU”), the Austrian Development Agency (“ADA”), the Swiss Agency for Development and Cooperation (“SDC”), the Ministry of Environment of the Republic of Moldova (“MoE”), the Rayon Council of Nisporeni and the Municipalities of Nisporeni, Vărzăreşti and Grozeşti. The total contribution amounts to EUR 11.3 million. Each party contributes as follows:

The overall objective of the Project is to contribute to the realisation of the “National Development Plan 2008-2011” and the “Strategy of Water Supply and Sewage in Communities of the Republic of Moldova”
The specific objectives of the Project are:
•To provide sufficient and safe drinking water to the three municipalities with a total population of approx. 23,000;
•To create an institution capable to sustainably operate, manage and maintain the water supply infrastructure; and
•To implement priority sanitation measures and the elaboration of key sanitation studies.
The expected results of the Project are: 
•Establishment of a fully functional water supply system;
•Establishment of a fully functional utility for the sustainable O&M of the planned water infrastructure as well as proper local water governance;
•Implementation of priority sanitation measures in order to mitigate any potentially negative effects resulting from the operation of the future water supply system;
The scope of the Project comprises three main components:
•Provision of water system infrastructure including a water intake at the River Prut, a raw water pumping main, a water treatment plant, a transmission main, reservoirs, pumping stations and the water distribution networks for the Municipalities Nisporeni, Vărzăreşti and Grozeşti;
•Institutional support to the water service utility to ensure sustainable O&M services;
•Preparation of a Wastewater Master Plan and implementation of priority sanitation measures.
The Project comprises five phases: Project Preparation (Inception Phase); Project Planning (Inception Phase continued); Design, Tendering and Procurement of Works; Project Implementation and Project Completion.
The overall implementation period is 69 months and the project shall be completed latest in July 2016.
A Steering Committee (SC) was formed by the representatives of the multinational donors together with the representative of the Project Implementation Unit (“PIU”) and is monitoring the project implementation.
A Project Implementation Unit (“PIU”) has been established to support the Employer with respect to the implementation. The PIU represents the Employer and the CA and manages as well as coordinates all project related activities on its behalf.
Posch & Partners Consulting Engineers, Austria (“Consultant”; “P&P”), has been commissioned through competitive bidding with the project management for the implementation of the Project and acts as the head of the PIU.
