Assignment Title: ITMIDS systems design, rollout and support services

1. The Government of the People's Republic of Bangladesh has received financing from the World Bank for Bangladesh Road Safety Project (BRSP). Project Implementation Unit (PIU) intends to apply part of the proceeds for the Consulting Services to assist PIU, Roads and Highways Departmentand Bangladesh Police for implementing the project.

2. Bangladesh Police intends to develop Integrated Traffic Management and Incident Detection System on the pilot corridors (N4 and N6). A draft TOR can be found at the following website: www.rhd.portal.gov.bd or www.rhd.gov.bd or can be obtained through email to dpd.brsp@gmail.com.

3. Expected date for commencement of the services is January 2025 and the tentative duration of the entire assignment is about 36 (Thirty Six) months.

4. The EoI shortlisting criteria are:

  1. Core business and years in business:Applicants are requested to submita company brochure,registration details, tax identification, etc., or other relevant documents legally required in the country for proof of business registration. Preferably, the single applicant or all Joint Venture (JV) members are at least five years old.
  2. Similar experience: At least one experience in ITMIDS systems design, rollout and support services or similar nature services; the minimum contract value of each contract of the services is BDT 6,00,00,000 (USD 0.6 million). Please provide completion certificates from the client. Experience in developing countries will be an added advantage.
  3. Managerial and organizational capabilities: Whether the firm adheres to the requirements of the International Good Practices or has a Code of Ethics. Whether the firm is a small, specialized firm with limited staff and access to a pool of experts or a large firm with in-house experts. Please provide supporting relevant documents in these regards.

In the case of JV, the above information is required for each member of the JV with supporting relevant documents.

5. The attention of interested Consultants is drawn to the Section III, Para 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrows, July 2016 and updated in November 2020,” setting forth the World Bank’s policy on conflict of interest.

6. A Consultancy Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations.

7. Further information can be obtained at the address of the undersigned given at the letterhead, during office hours from 9:00 am to 4:00 pm Bangladesh Standard Time (BST). Expression of Interest (EOI) must be delivered in a written form to the address of the undersigned (in person) by 1:00 pm (BST) July 11, 2024.

8. The Client will not be responsible for any expenses incurred by the firm(s) in connection with the preparation or delivery of the EOI. The procuring entity reserves the right to accept or reject all EoIs and proposals.
