The Chinese government has obtained a loan from the World Bank to use the Chongqing Urban and Rural Plastic Waste Comprehensive Management Subproject of the World Bank Loan China Plastic Waste Reduction Project, and plans to use part of the loan for this consulting service.

In order to strengthen plastic waste management at the national and local levels and reduce plastic pollution generated by urban domestic waste, the China Plastic Waste Reduction Project (Project No. P174267) was approved to receive a loan of approximately US$430 million from the International Bank for Reconstruction and Development (commonly known as the "World Bank"). The Chongqing Urban and Rural Plastic Waste Comprehensive Management Project (referred to as the "Chongqing Big Project") is a sub-project of the China Plastic Waste Reduction Project. The total investment of the project is approximately US$387 million (approximately RMB 2.436 billion, temporarily calculated at the exchange rate of 1:6.3 between the US dollar and the RMB), and approximately US$270 million of World Bank loans are used. The Chongqing Big Project has begun implementation.

Integration and Demonstration of Rural Domestic Waste Source Reduction and Resource Utilization Technology (hereinafter referred to as "this project") is a sub-project of the World Bank-funded Chongqing Urban and Rural Plastic Waste Comprehensive Management Project Capacity Building Project (hereinafter referred to as "Capacity Building Project"). The implementation of this project aims to build a classification and treatment model and resource utilization integrated technology that is in line with the characteristics of Chongqing rural areas and farmers' habits, based on the investigation, analysis and research of the current situation of rural domestic waste, and through the analysis and evaluation of existing domestic and foreign waste classification and resource utilization models, and to carry out demonstrations in typical areas to achieve rural domestic waste source reduction and resource utilization, and reduce the amount of waste out of the village. It is hoped that through the participation of the World Bank, Chongqing will be helped to establish a simple and easy-to-use garbage classification and resource utilization method that is in line with the characteristics of rural areas, and promote the implementation of relevant pilot demonstration projects.

The implementation of this project will effectively promote the comprehensive utilization of domestic solid waste in Chongqing, promote the source classification, reduction and resource utilization of rural domestic waste in Chongqing, reduce the management cost of the whole process of garbage collection, transportation, treatment and disposal, and promote the establishment and improvement of a demonstration system for the recycling of rural waste materials in Chongqing. It will improve the quality, scale and efficiency of rural sanitation services in Chongqing, effectively promote Chongqing's carbon peak and carbon neutrality actions, promote Chongqing to build a beautiful place with beautiful mountains and waters, and help build a beautiful China.

Chongqing Environmental Sanitation Group Co., Ltd. now invites qualified consulting firms (“Consultants”) to express their interest in this consulting service. Interested Consultants should provide information to demonstrate that they have the qualifications and relevant experience required to perform this service. The shortlist evaluation criteria are: (1) In the past five years, they have undertaken research projects related to solid waste (including domestic waste) and agricultural and rural environmental protection at the provincial or ministerial level or above; (2) They must provide copies of performance contracts and relevant supporting documents.

This information should include but is not limited to:

Provide a list of performance in the past five years (2019-2023);

Consultants are required to submit one original and two copies of a written letter of interest.

Prospective Consultants should note the provisions of Chapter 3, Sections 3.14, 3.16 and 3.17 of the November 2020 version of the World Bank Procurement Rules for Investment Project Loans (IPF) Borrowers (the “Procurement Rules”), which set out the World Bank’s conflict of interest policy. In addition, please refer to the following specific information on conflicts of interest relevant to this assignment: Consultants shall not be engaged for work that would conflict with their previous or current obligations to other employers or that could place them in a position not to perform their consulting assignment in the best interests of the Borrower.

Consultants may submit a letter of intent jointly with other companies to improve their qualifications, but it should be clearly stated that such combination is in the form of a consortium and/or subcontracting. If a consortium form is chosen, the parties to the consortium shall bear joint and several liability for the entire contract.

Consultants for this consulting service will be selected based on the CQS method specified in the World Bank's procurement rules.

The total man-months of this consulting service are expected to be 72. The consulting task is scheduled to start in August 2024, with a service period of 24 months.

The submitted letter of intent must be submitted (by a special person) to Chongqing Public Resources Trading Center (location for letter of interest opening) before 11:00 ( Beijing time) on July 2, 2024 : 2nd Floor, Building B10 , Yuxing Plaza , No. 6 Qingfeng North Road, Yubei District, Chongqing. The electronic display screen in the lobby of the trading center will be displayed on the day of submission.
