Objective and Purpose of the Assignment
A. Introduction
1. The Solomon Islands is an archipelago of more than 900 islands and low-lying coral atolls with a
population of about 670,000. The Asian Development Bank (ADB) recognizes the Solomon Islands as in
a fragile and conflict-affected situation following the civil tensions from 1998 to 2003. From 2015
to 2019, the country's average annual economic growth rate was 3.0%, driven by the export of
natural resources. The country is highly prone to geophysical and climate hazards that will be
exacerbated by climate change.
2. The population relies on road transportation for their land travel due to the underdevelopment
of other transport infrastructure. The road network in the country, however, generally faces a
range of vulnerability issues that need to be incorporated into future investment planning, design,
and construction, such as (i) coastal exposure to sea-level rise, storm surge, and wave action
during cyclones and tsunamis; (ii) extreme rainfall events causing riverine and surface flooding,
resulting in scouring, accelerated potholing on sealed and unsealed roads, drainage damage and
hazardous ford debris; and (iii) accelerated footpath deterioration caused by rising sea level.
3. The road networks are essential to the country's economic development as they enable the safe
and efficient movement of people, goods, and services, thereby contributing to growing domestic and
international trade and commerce. The safe and efficient access to key social services, including
schools and health facilities, and government services, and the accessibility of vulnerable
communities during emergencies are also dependent on good road networks.
4. The Government of Solomon Islands (the government) has recognized the vulnerability of the
existing road sections located on northern Guadalcanal Island. To tackle these issues and make land
transport more sustainable, the government intends to improve the White River to Lambi road on the
West Side of Honiara and the Mberande to Aola road on the East side of Honiara. The two roads
adjoin the road sections being rehabilitated under the ADB-financed Land and Maritime Connectivity
Project. Completing the sections would contribute to the overall improvement of the road network
traversing the northern area of the island.
B. Objectives of the Assignment
5. The objective of the assignment is to conduct a feasibility study (F/S) to identify the
investment scope, prepare preliminary engineering design and cost estimations and due diligence
documentation as per ADB guidelines, and provide support and inputs (where necessary) to ADB during
project conceptualization and processing for approval by the ADB Board.
6.The designs will integrate measures needed to (i) promote functional and structural resilience to
climate change and disasters caused by natural hazards (climate-related or geophysical), (ii)
avoid, minimize, and/or mitigate adverse environmental and social impacts, (iii) incorporate
features that are sensitive to the needs of elderly, women, children and people with disabilities
including sustained accessibility and safe movement of vulnerable communities during emergencies,
and (iv) contribute to improved access to services and markets for women.
7. The executing agency is the Ministry of Finance and Treasury (MOFT), and the implementing agency
is the Ministry of Infrastructure Development (MID). The Consultant will also provide necessary
support and inputs to ADB for conceptualizing and preparing the project for approval by the ADB
Board, where necessary.
