Background

The Government of the Republic of Ghana has received financing from the World Bank towards the implementation of the ‘Ghana Jobs and Skills Project (GJSP) and intends to apply part of the proceeds for Consultancy services to undertake periodic tracer surveys of beneficiaries of the Ghana Jobs and Skills Project. The project is considered one of the main forms of support for the government’s top-priority agenda of upgrading skills among the country’s population, creating more and better-quality jobs, and improving job outcomes for the youth.

The objective of the Assignment

The objective of the survey is to track the progress and impact of the project's interventions on beneficiaries over time. Specifically, the survey firm will be tasked with collecting data on the employment status, income levels, skills development, and overall well-being of the beneficiaries.

Services included under this Assignment

The survey aims to track the employment status and career progression of project beneficiaries; evaluate the relevance and effectiveness of project interventions in enhancing skills and employment opportunities; measure the impact of the project on beneficiary income levels and economic mobility; identify challenges and opportunities for improving project outcomes including finding or retaining employment; gather feedback on the overall effectiveness of the project from the beneficiary perspective; and generate data for evidence-based decision-making and project improvement.

Eligibility Criteria

The Ministry of Finance now invites eligible consultants to indicate their interest in providing this service. Consultants shall be shortlisted based on the following criteria:

  1. The firm must be a legally registered consulting firm with valid registration certificates with the relevant authorities;
  2. The firm must have at least 3 years of experience and a demonstrated track record in conducting large-scale surveys and tracer studies;
  3. The firm should have prior experience executing or participating in assignments funded by international development agencies, particularly those focused on skills development, employment, or education sectors. Experience specifically with World Bank-funded projects will be considered an asset;
  4. The firm should have expertise in quantitative research techniques, data collection and analysis, including in-depth interviews and the use of appropriate statistical software. Familiarity with the Ghanaian context, specifically in the areas of skills development, employment, and education, is highly desirable;
  5. The firm should have adequate human and technical resources to carry out the survey activities effectively. This includes having a skilled team of researchers, statisticians, and data analysts, as well as access to necessary survey tools and equipment;
  6. The firm should have robust data management and quality assurance mechanisms in place to ensure the accuracy, reliability, and integrity of the collected data. This includes proper training of enumerators, data validation procedures, and adherence to ethical guidelines;
  7. The firm should have a proven ability to meet tight deadlines and deliver high-quality outputs within the specified timeframes;
  8. Strong communication and reporting skills are essential for presenting survey findings to project stakeholders in a clear, concise, and actionable manner.

A consultant may associate with other firms in the form of a Consortium Joint Venture or Sub-Consultancy to enhance their qualification.

A consulting firm will be selected in accordance with the Quality and Cost Based Selection Method as set out in section 3.1.4 of the Consultant regulation (Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines”) (July 2016 Version revised in 2017), setting forth the World Bank’s policy on conflict of interest.
