Borrower Bid Reference HCSP/ICB/IT-1
This Invitation for bids follows the general procurement notice for this project that appeared in the UN DevelopmentBusiness, issue No. 770 of March 26, 2010.
The Russian Federation has received a loan from the International Bank for Reconstruction andDevelopment towards the cost ofa Housing and Communal Services Project and it intends to apply part of the proceeds of this loan to payments under IFB No.HCSP/ICB/IT-1 for supply and installation of the HCS automated monitoring system for introduction in participating regions withfurther enhancement.
Representative Office Saint-Petersburg Foundation for Investment Projects (FISP) in Moscow, acting on behalf of the Ministryof Regional Development of the RussianFederation, as the Project Implementation Unit (PIU) now invites sealed bids from eligiblebidders for Supply and installation of the HCS automated monitoring system for introduction in participating regions with furtherenhancement. The contract includes creation of technical infrastructure, development of the applied software and carrying outtraining of end users at municipal, regional and federal levels.
Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank'sGuidelines: Procurement under IBRD Loans and IDA Credits (May 2004, revised October 2006 and May 2010), and is opento all biddersfrom eligible source countries as defined in the Guidelines, which meet listed below minimum qualificationrequirements:
(i) The Bidder should confirm existence of experience in implementation not less than two (2) contracts for thelast five years (2008-2012) with the total value not less than equivalent of USD 5 mln. on development, delivery and installation,including development of System'sdesign of workflow based on modern informationtechnology and instrumental measurements;
(ii) TheBidder (individual company or JV) must have had an average annual turnover equivalent to at least USD 10million for each of the last 3 years (2010-2012);
(iii) Manufacturers of IT equipment andSoftware must hold ISO 9001:2008 series certification for process control or similar to internationally recognizedstandards;
(iv) The Bidder or anominated sub-contractor shall have experience in training end-users and IT specialists under projects for establishment oflarge-scale information systems.
Preferences to local producers are not provided.
Interested eligible bidders may obtain further information from the Saint-Petersburg Foundation for Investment Projects(FISP), Representative Office in Moscow and inspect the bidding documents at theaddress given below workdays from 10.00 hours till 17.00 hours.
A complete set of thebidding documents in the English language or in Russian language may be received by interested bidderson submission of a written application to the address below.
Bids must be delivered to the address below on or before November 26, 2013 at 11:00hours Moscowtime and must be accompanied by a bid security in the amount of 2 200 000 (two million two hundred thousand) roublesor anequivalent in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of bidders'representatives, if they wish, on November 26, 2013 at 11:00 hours Moscow time at the address below.
Potential Bidders are asked to pay attention that: (i) in their offers they should confirm thatall software products are or delivered on the basis of the existing license or developed by the Bidder; also that (ii) violationsof this condition are qualified as fraud that threaten with a ban on award of the contracts financed by the Worldbank.
