Assignment Title: Consultancy for Review and update of Organizational Structure with Job Description, Quality Management Systems and Standard Operating Procedures Technical for the Council Vocational Education and Training in Guyana - GY-MOE-434713-CS-CQS.

The Government of Guyana has received financing from the World Bank toward the cost of the Guyana Strengthening Human Capital Through Education Project and intends to apply part of the proceeds for consulting services.

The consulting firm will perform investigative work and evaluations towards fulfilling the stated purpose. They should ensure review the roles and functions as listed in the TVET Act, as well as the current Vision, Mission Statements and Organizational Structure; and identify deficiencies in implementation with the view to proposing new Vision and Mission Statements; and Organizational Structure with Job Description (JD) needed to ensure that the CTVET can fulfil its mandate.

The detailed Terms of Reference (TOR) for the assignment may be obtained by an interested Firm on the submission of a letter via email gespp.procurement@moe.gov.gy.

The Ministry of Education now invites eligible Firm (“Consultants”) to indicate their interest in providing the Services. Interested Consulting Firm should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: A) Develop a draft QMS, SOPs, organizational structure with JD, and a structured plan to train staff on using and implementing the QMS and SOPs as detailed in the approved Interim Report, B) Proven experience and capacity of collaboration with Government authorities and TVET stakeholders & C) Number of years of experience.

The attention of interested Firm is drawn to Section VII, paragraphs, 7.16, 7.17,7.18, 7.19 & 7.20 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Firm will be selected in accordance with the Consultant’s Qualification-based Selection method set out in the Procurement Regulations.

One (1) hard copy and two (2) pdf copy (Flash drive) of the Expression of Interest (EOI) must be included in a sealed envelope and submitted to address 1 below no later than 09:00 hrs. local time on Tuesday July 30, 2024.
