Task title: Review of study programs 0613.01 "Information Technology" and 0613.5 "Applied Informatics"

The Academy of Economic Studies from Moldova in order to implement the sub-project " Information and Communication Technologies for Business Intelligence" (TICpIA) received sub-financing from the Ministry of Education and Research of the Republic of Moldova within the framework of the Higher Education Project in Moldova financed by the World Bank and intends to apply part of the sources for consulting services.

The subproject is part of the objectives of the Government of the Republic of Moldova, the Ministry of Education and Research of the Republic of Moldova, of interventions aimed at ensuring a better alignment of the higher education system with the requirements of the labor market, as well as creating functional mechanisms, which increase the employment chances of university graduates on the national and international labor market.

The field of Information Technologies and Communications (ICT) is one of the national priority fields of the Republic of Moldova, established in the strategic and national policy documents. The sub-project will contribute to increasing the positive impact on the initial training of teachers in the university education system through strategic interventions, anchored within national and institutional priorities on the ICT sector.

The overall objective of the sub-project is to strengthen the capacity of the Academy of Economic Studies of Moldova (hereafter ASEM) in business-led problem-based learning for academic excellence in Information and Communication Technologies (ICT).

Consulting services include providing support in the Review of study programs 0613.01 Information Technology and 0613.5 Applied Informatics in order to adapt them to the needs of the labor market, by analyzing the cooperation practices between the business environment and the academic environment and the satisfaction of employers regarding the training of young specialists. Estimated period of completion of the task – 2 months, start of activity – August 2024.

The Academy of Economic Studies of Moldova invites eligible consulting companies ("Consultants") to express their interest in providing review services for the study programs 0613.01 "Information Technology" and 0613.5 "Applied Informatics".

Interested Consultants will submit information demonstrating that they have the necessary qualifications and relevant experience to perform the Services.

The selection criteria are:

The company to be selected must:

General experience of the company:

  1. To have the legal status of a company with foreign capital.
  2. To hold an ISO 9001:2015 certificate that confirms the activity in the IT field.

The company's specific experience in providing similar services:

  1. The specialized team with deep expertise in the field of Information Technology and education must have at least 3 years of experience in providing training services, trainings, internships, etc.
  2. Have a minimum of 3 years of experience in various research, development, innovation projects.

The professional experience of the team of experts involved in carrying out the task:

  1. Team members involved in carrying out the task must have higher bachelor's and/or master's degrees. Possession of the scientific title of Doctor of Science in the field of IT is an advantage.
  2. The project manager must have experience designing study programs in higher education in the IT field;
  3. Team members must have work experience in the field of: Information technologies or related fields (programmer, multimedia programmer, software developer, computer-aided design specialist, web developer, animation and computer games programmer, IT systems administrator, researcher scientific, etc.), not less than 3 years
  4. The team members involved in carrying out the task must possess the Romanian language (both written and spoken) at the C1-C2 level.
  5. Knowledge of job requirements for graduates of bachelor's programs 01 Information Technology and 0613.5 Applied Computer Science

It constitutes advantages:

  1. Team members have scientific publications in the field of information technologies;
  2. Experience in internal and/or external quality assurance evaluation of higher education programs.
  3. Knowledge of English or another international language at the B1-B2 level.

Key experts will not be assessed at the Shortlisting stage.

The attention of interested consultants is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the "Procurement Regulations for IPF Borrowers" July 2016, revised in November 2017 and August 2018 ("Procurement Regulations"), which sets out the World Bank's conflict of interest policy interests

Consultants may associate with other companies to enhance their qualifications, but should clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy contract. In the case of an association, all partners in the association will be jointly and severally liable for the entire contract, if selected.

The consulting company will be selected in accordance with the selection method - "Selection based on the qualifications of the consultants", provided in the Procurement Regulation.
