Objective and Purpose of the Assignment

On the request of the Government of Nepal (GON), the Asian Development Bank (ADB) approved the Strengthening Public Financial Management and Devolved Service Delivery Program in September 2023 to support policy and institutional reforms in public financial management at national and subnational levels. At the national level, the program focuses on public expenditure and debt management to rationalize public spending and enhance capital budget absorption capacity. At the subnational level, it focuses on resource planning and management, with an objective to improve delivery of public services that have been devolved to the subnational governments as per the federal system of governance outlined in the constitution. The program is divided into two subprograms. The first subprogram was approved in September 2023, following which $100 million of concessional policy-based loan was disbursed to the GON. The second subprogram of $100 million is being implemented and is scheduled to complete in July 2025.

ADB has provisioned a technical assistance (TA) to support the implementation of the second subprogram. It has been determined national and international technical experts/consultants are required to support the GON in achieving the policy objectives under the second subprogram.
