The Government of the Republic of Liberia has received financing from the World Bank toward the cost of the Liberia Urban Resilience Project and intends to apply part of the proceeds for the Consulting Services of the Implementation Support Consultant (ISC) for the Operationalization of the LURP Communication Strategy and Action Plan

The objective of the Consultancy services (“the Services”) is to assist with the implementation of a holistic communication strategy and action plans in support of enhancing project visibility and public awareness. The consulting firm is required to assist the PMU in rolling out the approved project communication strategy and planned sensitization campaigns, with the aim of promoting communication and trust among project stakeholders, showcasing results and impacts, and achieving long-term social behavior change in flood risk management, waste management practices, wetland preservation, and proper and sustainable use of public facilities.

The Ministry of Public Works (“the Client”) now invites eligible Individual Consultants to submit Expression of Interest (EOI) in providing the Services. Interested firm Consultants must provide their detailed profile demonstrating that they meet the following shortlisting criteria:

  1. Core business of the firm that is relevant to the assignment
  2. At least five (5) years proven experience in the design and implementation communication campaigns, including at the national level
  3. Demonstrated specific experience in developing communication strategies or implementing communication activities for large-scale government projects especially in urban settings. Experience in similar assignments for donor funded projects is an advantage
  4. Excellent knowledge of development issues, socio-political, economic and cultural contexts of Liberia. Registration with the Government of Liberia as a firm in the line of media consultancy/public relations business and satisfy all regulatory and tax requirements is an added advantage
  5. The technical and managerial capability of the firm. (Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV of staff. Key experts will not be evaluated at the shortlisting stage.)

The attention of interested Consultants is drawn to the fact that Selection of Firm/JV/Consortium will be done in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers (“Procurement Regulations”) dated July 2016, revised in November 2017 and August 2018, and updated in November 2020 and September 2023 (fifth edition).

Intersted Consultants may associate with other firms in the form of a Joint Venture or a sub consultancy to enhance their qualifications.

A Firm/JV/Consortium of firms will be selected in accordance with the Consultants’ Qualifications selection (CQS) method set out in the IPF Procurement Regulations.
