Assignment Title: Revision of the “Standards of the Professional Competence of the Managers from General Education” and for training program updating

The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Education Quality Improvement Project and intends to apply part of the proceeds for individual consulting services.

The consulting services (“the Services”) include are a) provide recommendations to the MoER for revision of standards based on the research findings and recommendations of the study mentioned above; b) serve as the advisor and implementer role for MoER on approved standards, training, and evaluation. The responsivity of revising national standards and regulations resides with the MoER; c) develop the training program titled “Self-evaluation based on the standards” and training plans for managers, with approval from MoER; and d) train at least 30 future training trainers selected by MoER.

The duration of consultancy is five months and is expected to begin in October 2024.

The MoER now invites eligible Consulting Company (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
