FOR THE ENGAGEMENT OF SUPERVISION CONSULTANCY FOR LAFIA-DOMA AND TOTO STORM WATER MANAGEMENT/ EROSION CONTROL

The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Agro-Climatic Resilience in Semi-Arid Landscapes(ACReSAL) Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include assisting the Nasarawa State Project management unit in the provision of supervision of works for a two-year period for already approved sites, and any other subsequent sites as may be cleared and approved. The estimated number of Professional Staff-months required for the assignment is 120 persons-month covering a period of Twenty-four months. The prospective Firm is required to propose a team that will bring an appropriate mix of disciplines, educations, skills and experience, a sound understanding of development issues, and strong international and/or regional experience on similar projects. The Consultant Firm must be conversant with the ESHS as well as the ESF requirements in a World Bank assisted Project.

The Nasarawa State Ministry of Environment, represented by the State Project Management Unit of ACReSAL the implementing agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

  1. Evidence showing the fields of speciality of the firm (consultant’s profile/brochures)
  2. Evidence showing the technical and managerial capabilities of the firm in the field of assignment.
  3. Description of similar assignments,
  4. For each previous project performed, the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount and financing sources.

Please Note: Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [Revised September, 2023] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) selection method set out in the Procurement Regulations.
