Objective and Purpose of the Assignment

The project will recruit a consulting firm with excellent experience to perform the project implementation consulting services, and the consulting firm will support project management and institutional strengthening and capacity development, with an estimated input of 12 person-months of international and 162 person-months of national specialists for the entire 6-year implementation period of the project. It also includes workshops, domestic training and twinning partnership arrangements, and domestic tours related to sectors supported by the investment loan components. The consultant form CS1 will arrange international study tours, also coordinate with consultants from other consulting contracts under the project. The consultant will support project management. Project management support will focus on direct support to Changzhi PMO, implementing agencies, and their PIUs on all aspects related to project management and implementation. The scope includes developing a project performance management system (PPMS), assistance with procurement, and contract management, construction monitoring, funds withdrawal, reimbursement, and financial management, supporting and monitoring environmental and social safeguards and social and gender action plan (SGAP) implementation, communication with ADB, assisting with organization and coordination for ADB loan review missions, preparing required reports under the loan agreement for the PMO, monitoring compliance with loan covenants and assurances, and assisting in auditing work. The consultant will support institutional strengthening and capacity development. The institutional strengthening and capacity development portion will include institutional strengthening, development and reform, practical training and policy dialogue with PMOs, implementing agencies and their PIUs, and other related local government agencies to improve knowledge and management skills to enable the low-carbon climate-resilient and circular economy transformation, and ensure project investment sustainability, and enable smooth implementation and sustainable operation and maintenance of the project facilities and enhancing the benefits and synergies from the investments and ensuring the sustainability of the investment project. This will include specific support to knowledge and skills building related to the sectors supported by the project investments like sustainable urban transport, river rehabilitation and flood risk management, solid waste management, wastewater management, green circular buildings and project management, financial management, procurement, and contract management training. The consultant will provide support to the ICT platforms. These platforms can play an important role enabling and communicating the low-carbon, climate-resilient and circular economy transformation management, software training, and coordination facilitation among the various local agencies to use the ICT platforms as data repositories and for integrated operations and planning, low-carbon and climate resilience action monitoring, disaster early warning, and for circular economy, i.e., facilitate industrial symbiosis and trading of recyclable materials, among others. The consultancy will include establishment of business process to manage access request to the ICT systems, establishment of a governance process to review, monitor and decide on access to information by other government agencies, review the compliance of ICT systems design and uses with regard to ethical use, domestic laws and policies of technology solutions and ensure adherence by way of instituting ICT system audits as well as compliance audits, and establish a strategy and action plan with implementation activities for managing ICT system risks including cybersecurity. The consultant will support the preparation of all ICT-related bidding documents and identify the relevant merit point criteria. The consultant will also enable and promote the mechanism for multilevel and intersectoral cooperation and coordination, learning and adapting policies and system refinements. The consultant will facilitate communication with national ministries, provincial departments, and the local bureaus to receive guidance and from national and provincial level agencies and feedback on lessons learned from the project from local agencies so policies and programs can be informed at provincial and national level effectively mainstreaming best practice project experiences. The consultant will facilitate communication with industry authorities, approval departments, and audit departments; the consultant will also facilitate communication and coordination with other consultants engaged under the project.
