Assignment Title: Mentors` Baseline, midline, and endline needs assessments

Teach for Armenia Educational Foundation (hereafter TFA) has received financing from World Bank toward the cost of the “Mental Health and Psychosocial Support in Armenian schools” Project and intends to apply part of the proceeds for consulting services.

To evaluate the effectiveness of the MHPSS intervention Teach For Armenia seeks services of a Data Collection Firm (hereinafter the Consultant Firm) to administer a survey using tablets during baseline, midline, and endline to students and teachers in grades 5-9 at the selected 450 schools in different regions of Armenia.

The baseline, midline and endline data collection at 450 schools will be done in three waves, in each wave with 150 schools (75 treatment schools and 75 control schools), comprising 122 individuals per school (that is, approximately 100 students and 22 teachers will be surveyed three times in each school).

The Firm will carry out the administration of tablet-based surveys and will be responsible for handing in tablets, ensuring respondents enter their randomly assigned ID, track and guarantee response rates, and deliver the work meeting the highest standards of research conduct. The Firm will distribute tablets to students, as well as school and non-school staff, to complete the survey but will not have access to survey responses.

The scope of work is to administer the collection of baseline, midline, and endline survey data at 450 assigned schools in all regions of Armenia using tablets. The schools will be located in different regions/marzes of Armenia.

The Teach for Armenia Educational Foundation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria are:

The selected Firm should have experience managing education projects in Armenia, especially data collection through surveys and computer- or tablet-based learning assessments. The Firm should have experience collaborating with local departments of education and local NGOs to implement and manage education activities in order to improve education quality and learning outcomes. Additionally, the Firm should have:

• At least five years of experience in research;

• Have two completed studies in sensitive environments like schools;

• Have at least two reference letters from previous clients;

• Required number of enumerators to facilitate the data collection process in schools: at least 30 enumerators for baseline, midline, and endline data collection during the three waves. All enumerators must present a non-criminal record as well as the required staff mentioned in the next section;

• Required number of tablets: at least 450 tablets for baseline, midline, and endline data collection during the three waves;

• Internet connection (for administering surveys in schools through tablets). Key Experts will not be evaluated at the shortlisting stage.

Please note that the selection method for this assignment is Consultant’s Qualifications Based Selection (CQS). Therefore, from the firms that will have submitted an expression of interest (EOI), TFA will select the firm with the best qualifications and relevant experience and invite it to submit its technical and financial Proposals for negotiations, based on templates that will be shared by the TFA in the RFP..

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with provisions specifically set out in the Request for Proposals.
