  1. The Ministry of Health (MoH) has received financing from the World Bank toward the cost of the Quality Essential Health Services and Systems Support Project (QEHSSSP) and intends to apply part of the proceeds toward payments under the contract for Procurement of Pharmaceutical Products. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the Purchaser deem fit to pay through the designated Project Account.

2. The Integrated Health Projects Administration Unit of the Ministry of Health now invites sealed Bids from eligible Bidders for the supply of Pharmaceutical Products. The description of the goods can be accessed upon request to msesay@mohsihpau.gov.sl). The goods are to be delivered within four months upon signing of the contract. The goods are to be delivered to the Government of Sierra Leone National Medical Store outlet at New England Ville. No margin of preference is applicable.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Thousand Five Hundred Leones (Le 1,500) or equivalent in any freely convertible currency. The document will be sent by The bidding document may be sent via email at the request of interested Bidders upon receipt of evidence of payment. MoH does not however accept liability for loss in transmission or late delivery. The method of payment will be by Bank transfer, Wire transfer or Direct payment to:

6. Bids must be delivered to the address above on or before Friday October 25, 2024, at 1:00pm. Electronic Bidding will not be permitted, and Late Bids will be rejected and returned unopened to bidders. Bids will be publicly opened in the presence of the Bidders’ designated representatives (with written permission/authorization from bidders) and anyone who chooses to attend at the address below on Friday, October 25, 2024.

7. All Bids must be accompanied by:

    • Bid-Securing Declaration
    • Business Registration Certificate
    • National Social Security Insurance Certificate or applicable equivalent
    • Valid Pharmacy Board Registration Certificate or applicable equivalent
    • Valid National Revenue Tax Clearance Certificate or applicable equivalent
    • The last three years audited Financial Statements
    • Evidence of experience in similar supplies

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
