Objectives: Since 1990, the United Nations Development Programme (UNDP) has annually produced a global Human Development Report. It is strongly recommended that these reports be supported every two or three years by contextually deepening human development reports reflecting regional, national, and sub-national realities. The aim of these reports is to contribute to debates on critical human development issues and propose policy solutions and recommendations to overcome them. The purpose of this mission is to develop a national human development report on the theme "Green, Blue Economy and Human Development Towards Emergence 2040," providing a rigorous methodological analysis leading to actionable conclusions and recommendations for policymakers to address current human development challenges in Burundi. The report should identify and analyze policy options and public reforms to promote accelerated and balanced development and foster open and inclusive debates on the sustainable human development agenda in Burundi through the green and blue economy to place the country on an emergence trajectory by 2040.
