Assignment Title: PROVISION OF SPECIALIZED TECHNICAL ENGINEERING SERVICES FOR THE ANALYSIS, VALIDATION, AND CONSULTANCY IN THE APPROVAL OF DETAILED ENGINEERING DESIGNS, SUPERVISION, AUDITING, INSPECTION, MONITORING, AND CONTROL OF THE IMPLEMENTATION OF ELECTRICAL POWER, AUXILIARY AND TELECOMMUNICATIONS SYSTEMS FOR THE LINE 2-GREEN PROJECT AND ADAPTATIONS OF THE OPERATIONAL SECTION OF THE LINE 2-GREEN

The SÃO PAULO STATE GOVERNMENT, represented by COMPANHIA DO METROPOLITANO DE SÃO PAULO – METRÔ intends to apply for financing from the World Bank toward the cost of the project METRÔ DE SÃO PAULO LINHA 2 - EXPANSÃO, and intends to apply part of the proceeds for consulting services.

The consulting services include the provision of engineering specialized technical services, technical support for the coordination, analysis, validations and consultancy in the approval of detailed engineering designs, supervision, auditing inspection, monitoring and control the manufacturing, assembly and installation, as well as technical and legal support for implementation of Systems in the Expansion and Modernization of Line 2 Green of Sao Paulo Subway and Penha Railway Station.

The COMPANHIA DO METROPOLITANO DE SÃO PAULO – METRÔ now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to provide the services of analysis, approval, supervision, technical and legal support related to the detailed engineering design and implementation of Electric Power, Auxiliary and Telecommunications systems in subway-railway stations as described in the Terms of Reference, as well as proving experience in the technical and administrative management of plant-type contracts of World Bank.

The descriptions shall contain, at least, the following information for each indicated service: a) description of the service/experience similar, including quantities whenever is possible; b) project site; c) period of the services provision (beginning and conclusion dates of the activities); d) client – company name/trade name of the company/agency that signed the contract; e) contact person of the Client who is able to provide information on performed activities, including contact details by e-mail and updated phone.

Criteria for Shortlist: The documents sent with the Expression of Interest will be evaluated considering the experience and the performance of similar scope services and similar complexity, taking into account especially the following specificities:

  1. Experience in design and technical documentation analysis, verification, validation, monitoring and control of Electric Power, Auxiliary and Telecommunication Systems for subway-railway stations;
  2. Experience in supervision, auditing, monitoring, control of implementation and tests of Electric Power, Auxiliary and Telecommunication Systems for subway-railway stations;
  3. Experience in technical and general management of ‘Plant type’ World Bank funded contracts.

Key Experts will not be evaluated at the shortlisting stage.

The shortlist will contain five (5) to eight (8) firms.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Framework Agreement arrangements described in the Procurement Regulations and to be specifically set out in the Request for Proposals.

The Expression of Interest must include, besides the statement of interest in participating in this REOI process, name and phone numbers of the person responsible for the Expression of Interest, in addition to at least three electronic mail addresses (e-mails), in order to facilitate communication, in case it is necessary to confirm information. The Expression of Interest original documents and one scanned copy of each document should be submitted to the address below no later than September 25, at 4 p.m. (local time), in an envelope duly identified and referring to this REOI process (nº 10017850).
