Assignment Title: AIRPORT ASSET MANAGEMENT SUPPORT FOR FALEOLO INTERNATIONAL AIRPORT

  1. The Government of Samoa has received financing from the World Bank toward the cost of the Samoa Aviation and Roads Investment Project (“SARIP”), and intends to apply part of the proceeds for consulting services for aviation investment activities.
  2. The consulting services (“the Services”) is a core activity of Safety of Aviation for Regional Resilience (SOARR) within the SARIP, and is requires the provision of services for the Airport Asset Management Support for Faleolo International Airport.
  3. The main tasks contained within this assignment are summarized below:
    • Establishing (or validating if one exists) a comprehensive database of assets.
    • Developing (or auditing if one exists) a 10yr Asset Management Plan (AMP) and Annual Plan (AP).
    • Advising on what stock of critical replacement parts should be held, the value of such stock, developing procedures for the usage and replenishment of the stock, and auditing to ensure the correct usage and replenishment of that stock has occurred.
    • Provide impartial and expert advice to the Samoa Airport Authority (SAA) and their contractors with regard to the Airport Asset Management Support contract.
    • Undertaking 6-monthly performance assessments of SAA in respect to the scope of activities under the Airport Asset Management Support contract.
    • Providing guidance to local maintenance personnel.
    • Provide emergency response support as requested after significant events (cyclones, earthquakes, major fire damage etc.).
    • Provide capacity building training to SAA and developing training plans.
  4. SAA hereby invites eligible firms “(Consultants)” to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (refer to the Terms of Reference – TOR for the requirements).
  5. The activity will be procured using the Quality and Cost Based Selection (QCBS). All firms expressing interest will be evaluated and short-listed in accordance with those qualified to provide the services as per the TOR requirements

8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14,3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2020, setting forth the World Bank’s Policy on conflict of interest.

9. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations in paragraph (6).

10. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture (“JV”) and/or a sub-consultancy. In the case of a JV, all partners in the JV shall be jointly and severally liable for the entire contract, if selected. During the evaluation of EOI’s, only the leading firm’s experience will be used to evaluate eligible consultants. Unless a JV intention is declared by both parties, any subconsultants’ or sub-partners’ experience, will not be evaluated at the EOI stage.

11.Only those firms shortlisted will be sent a Request for Proposal (RFP) to provide a Technical and Financial Proposal for the services, at a date and time determined by SAA. Any shortlisted firms intending to form a JV at the EOI stage, must have the JV registered before the Technical and Financial Proposals are submitted, at a time and date confirmed by SAA.
