Objective and Purpose of the Assignment
A consulting firm (the Consultant) will be recruited to help the Government of Papua New Guinea (PNG) (i) review the aviation sector strategy; (ii) identify critical gaps for achieving operational efficiency of the air transport services to wider PNG population, operation & maintenance plan, including the requirement for the Air Niugini fleet upgrade program, and the review of the of the current pilot rural airstrips in full consultation with all key civil aviation stakeholders in compliance with International Civil Aviation Organization (ICAO) safety standards; and (iii) prepare due diligence documents including an aviation sector assessment; technical, economic, and financial appraisals; environmental, climate change, social, gender, and poverty impact assessments; financial management assessment; procurement assessment and preparation and project implementation arrangements. The consultant will also provide necessary support and inputs (where necessary) to Asian Development Bank (ADB) during project processing for its approval by the ADB Board.
