Description:

This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.

The USDA, Agricultural Research Service requires monthly and quarterly pest control services at multiple locations in Tifton, Georgia; Tift county.

In accordance with the procedures in FAR Part 5 and 12, this Request for Quotes (RFQ), number 12405B25Q0068, is available through electronic commerce via the System for Award Management (SAM) at www.sam.gov. This RFQ is being issued as a total set aside for small business under the North American Industry Classification System (NAICS) Code 561710, Exterminating and Pest Control Services. The applicable small business size standard is $17.5 million. The resulting purchase order will be a firm-fixed price type and include a 1-year base period and four (4) 1-year option periods; to be exercised at the Government’s discretion.

The resulting award will include five (5) line items incorporating the attached Performance Work Statement (“PWS for RFQ.pdf”), terms, and conditions as listed below:

Line Item 0001 – Base Year Pest Control Services (2/17/2025 through 1/31/2026). 12 months. The first month will be prorated for services 2/17/2025 to 2/28/2025; following months will include all days in the month.

Line Item 1001 – Option Year I Pest Control Services (2/1/2026 through 1/31/2027).12 months.

Line Item 2001 – Option Year II Pest Control Services (2/1/2027 through 1/31/2028).12 months.

Line Item 3001 – Option Year III Pest Control Services (2/1/2028 through 1/31/2029).12 months.

Line Item 4001 – Option Year IV Pest Control Services (2/1/2029 through 1/31/2030).12 months.

To be considered for award, vendors must provide a quote on company letterhead (or similar markings, clearly identifying vendor name and address) with the subject solicitation number detailing the item description, unit price per item, total price, and valid for at least 60 days after receipt of quote. Vendors must provide pricing for each line item. Quotes must include pricing for each line item. Failure to provide all information may result in a quote being determined as non-responsive without discussion. All responsible sources who submit a timely and complete quote will be considered for award.

This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-02 dated January 3, 2025. Applicable provisions and clauses are provided in attachment “PandC.pdf.”

Vendors are required to be active and registered in the System for Award Management at www.sam.gov when submitting a quote and at time of award (FAR 52.204-7(b)(1)). Payment will be made utilizing the Department of the Treasury Invoice Processing Platform at www.ipp.gov. SAM.gov and IPP.gov are FREE, official websites of the United States government.

Quotes are due no later than Friday, January 31, 2025, 4pm ET. Quotes must be submitted electronically, e-mailed to amanda.somerville@usda.gov; no faxed or hard copy quotes are allowed.
