Objective and Purpose of the Assignment

Support from the Asian Development Bank (ADB) has been requested to build the internal capacity of the TSC to proactively support the digitalization of Cambodian MSMEs through the implementation of the 3-year DAI roadmap in a phased approach, starting with the tourism and food-processing sectors. In the first year of the roadmap, the focus will be on tourism due to its economic significance, employment potential, importance to gender equality, and export competitiveness. In the second year, the DAI program will expand to the food processing sector because of its role in adding value to agricultural outputs and generating employment and for gender equality reasons. A third sector will be selected in year 3 based on the prevailing economic situation at that time. Initially, the DAI will be rolled out in Battambang, Phnom Penh, Siem Reap and Sihanoukville due to their developed digital infrastructure, diverse tourism offerings, and foundational knowledge of digitalization among many MSMEs in these cities. Lessons learned from these sectors and regions will inform future expansions, ensuring a strategic and understanding of digitalization manageable rollout.
