Assignment Title: Commission a research paper on the Alignment between the Youth, Technology, and Jobs (YTJ) project with the Sustainable Development Goals (SDGs) and Economic Modernization

The Ministry of Digital Economy and Entrepreneurship (MoDEE) has received financing from the International Bank for Reconstruction and Development (The World Bank) toward the cost of the Youth, Technology, and Jobs Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) is for conducting to commission a research paper analyzing the alignment of the Youth, Technology, and Jobs (YTJ) Project and Jordan Source with the Sustainable Development Goals (SDGs) and Jordan's Economic Modernization Vision.

This research paper will serve the following purposes:

  • Demonstrate the YTJ program's effectiveness: By evaluating the program's alignment with broader national and international goals, we can showcase its potential contribution to Jordan's economic and social development.
  • Inform future program development: The research will provide valuable insights into the program's strengths and areas for improvement, guiding future initiatives aimed at promoting digital skills, job creation, and economic growth in Jordan.

The research paper will focus on:

  • Identifying key achievements and successes: The consultant will highlight the YTJ program's significant accomplishments and positive impacts.
  • Demonstrating alignment: The research will clearly articulate how the program contributes to achieving specific targets and indicators within the SDGs and the Economic Modernization Vision.
  • Providing a compelling narrative: The paper will be written in a clear, engaging, and informative style that can be easily understood and shared with relevant stakeholders.

The Ministry of Digital Economy and Entrepreneurship (MoDEE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, as per the shortlisting criteria below:

Evidence of conducting a minimum of two research projects in ICT development, SDGs, The Economic Modernization Vision or economic development.

Capacity to Conduct Multi-Faceted Data Analysis

Three examples of utilizing diverse data sources, including surveys, interviews, and program outputs, to derive actionable insights.

Integration of Clear, Impactful Narratives

Two samples of previous work showcasing the ability to create compelling narratives connecting project activities to development objectives.

The EOI package should not exceed 20 pages in total and should consist of documentation that demonstrates the company’s qualifications above

Note: Key staff will not be individually evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultants’ qualification Selection method (CQS) set out in the Procurement Regulations.
