The Government of Assam (GoA) through Government of India (GoI) has applied for financing from the World Bank towards the cost of Assam Resilient Rural Bridges Program (ARRBP) and intends to apply part of the proceeds for Consultancy Services (‘the Services’).

  1. The consulting services include but shall not be limited to tasks mentioned in the Terms of Reference (ToR) which can be downloaded from the websites www.assamtenders.gov.in
  2. PWRD intends to engage a technical consultancy agency (hereinafter referred to as ‘Consultant’) under ARRBP for developing a web-based Monitoring and Information System (MIS) for Environment and Social (E&S) Risk Management of several E&S aspects including implementation of APWRD’s Environment and Social Policy-Indigenous People’s Policy (ESP-IPP) and the 10 Standard Operating Procedures (SOPs), Environment Monitoring, Community Health and Safety, Implementation of ESMP, Stakeholder Engagement and Training and Capacity Building. The web-based MIS will provide support in preparation of monthly and quarterly E&S reports or any other reports related to E&S risk management of the project.
  3. The Chief Engineer (EAP), PWRD, Assam now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
  4. The Short-listing Criteria are:

The Firm/ Agency should

  1. Should have at least 5 years of experience of web/ mobile -based (iOS/Android) applications development and successfully completed 5 nos. of applications for development projects.
  2. Must have rendered service with any Government Department or its Agencies / Corporations / private and public sector organizations in India during the last 7 financial years (since 2017) – completion of at least 5 projects.
  3. Should have executed/completed at least one project of similar nature valuing more than INR 1 crore.
  4. Should have proven track record of having successfully carried out at least one relevant assignment as System Integrator in E&S works in infrastructure works.
  5. Must have minimum average annual turnover of INR 3 Crores in Indian Rupees for last three (3) audited financial years (2021-22, 2022-23 and 2023-24). Statutory auditor’s certificate clearly specifying the annual turnover for the specified years.
  6. Must be a legally constituted entity.
  7. The agency should be certified with ISO 9001 and latest and CMMI Level 3 certification or above.

(Note: Key Experts shall not be evaluated at the short-listing stage but at the RFP stage).

  1. The lists of documents to be submitted along with EOI are:
  1. Certificate from the statutory Auditor/Chartered Accountant stating the year wise annual turnover during each of the last three (3) financial year i.e. 2023-24, 2022-23, & 2021-22;
  2. Document(s) authenticated by the client relating to details of Similar Assignments as mentioned above executed during the last 7 years i.e. 2017 to 2024 supported by completion or acceptance certificate(s) of the Employer.
  3. Document(s) to demonstrate that the firm’s year of establishment.
  4. Document(s) authenticated by the client relating to details of Specific Assignments as mentioned above
  5. Certificates of ISO 9001 or latest and CMMI Level 3 certification or above

(Note: EOI shall preferably be not more than total 70 pages)

  1. The Employer intends to engage the services of a consultant for the afore-mentioned works. The attention of interested Consultants is drawn to paragraph 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition September, 2023 as amended from time to time [under IBRD Loans and IDA Credits & Grants] by the World Bank Borrowers, setting for the World Bank’s policy on conflict of interest.
  2. A Consultant will be selected in accordance with theQuality and Cost-Based Selection (QCBS) methodset out in the Consultant Guidelines of the World Bank.
  3. The list of Roads and locations thereof including Terms of Reference (TOR) will be available in the website: http://www.assamtenders.gov.in.
  4. The consultancy services shall be for a period of 48 months i.e. 4 years from the commencement date.
  5. Further information can be obtained at the address below during office hours i.e., 10:00 hours to 17:00 hours (IST).

Expression of Interest must be submitted online in the e-tendering system https://assamtenders.gov.in only on or before March 10, 2025 upto 14:30 hours (IST).
