The Ministry of Finance of the Republic of Mozambique has receivedfinancing from the World Bank toward the cost of the Managing Public Resources for Service Delivery Project (GEPRES) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include development of the electronic government procurement (e-GP) public communication / awareness action plan and implementation public communications / awareness campaign to support implementation of the e-GP system in Mozambique. The overarching objective of this consulting assignment is to:

Create and implement a public communications/awareness campaign that will inform and guide all activities undertaken by the MoF/GEPRES team in supporting implementation of e-GP system in GoM. The Consultant is expected to create awareness and demand for the e-GP through the use of seminars, workshops, advertising, story-placement in print (magazine, newspaper posters, flyers, brochures etc.), radio, TV, and other digital or social mass media, and training of the principal stakeholders in the e-GP implementation process. Campaign is to be targeted on central and provincial government stakeholders, providers, civil society organizations, private sector, research or academic institutions, community organization, donor organizations, and media.

The specific objectives of the consultancy are the following:

  1. To disseminate information on the e-GP concept as an alternative procedure to conduct fair and measurable procurement practices to the public - that includes Non-State Actors (i.e. civil society organizations, private sector, research or academic institutions, community organization, donor organizations, etc.);
  2. To encourage behavior change on the principal stakeholders, i.e. the heads and or coordinators of procurement activities within the GoM institutions, and providers in the transparent public procurement practices;
  3. To optimize the use of national and local media as well as public engagement activities in creating open dialogues between the GoM and the public to maintain transparency in e-GP system implementation.
    1. Estimated level of effort is, as follows: 14 staff.months

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Experience of firm in Public Communications / Awareness Campaign. The reference period which will be taken into account will be the last five years from submission deadline, including:
    1. The firm has provided services under at least two (2) similar contracts with a value of the activities in each contract carried out by the firm being at least USD 350,000 in the field of public communication.
    2. Demonstrated experience in providing technical assistance services in public communications to public sector organizations in sub-Saharan Africa.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Based Selection (QBS) method set out in the Procurement Regulations.
