Description

·         Background information

Norwegian Church Aid (NCA) works in over 30 countries providing emergency aid, long-term development work, and advocacy on issues such as gender-based violence, climate justice, peacebuilding, and water, sanitation, and hygiene. A crucial prerequisite for our work is to secure sufficient funding for our projects that reach the most vulnerable populations in the countries where we operate.

 Overall objective:

NCA seeks to establish a pool of consultants to lead and support with the proposal development process in response to various calls for proposals from NCA’s key donors. These include, but are not limited to French donors (AFD, CDCS, FID), EU donors (DG ECHO, DG INTPA, FPI), German donors (GIZ, KfW, PATRIP), UN donors, FCDO, GAC.  The consultant, in coordination with NCA Country Adviser (CA), Thematic Advisors (TAs) and field base staff, will ensure all information needed and supporting documents are available to develop the proposal in accordance with donor requirements and ensure submission as per the deadline. 

NCA is seeking experts primarily for the donors mentioned above, but also for other key bilateral and multilateral donors. You do not need to have expertise for all of them, but you must clearly state proven experience with all relevant donors.

 Purpose:

Lead and coordinate the development process of the proposals, in accordance with donor’s rules, regulations and quality standards.

 Results to be achieved by the Contractor:

The below might be adapted on a case-by-case basis: 

Project Narrative

o    Lead and coordinate proposal development coordination meetings.

o    Lead and coordinate the development of the proposal writing in line with the relevant donor guidelines and rules. This includes being the lead writer on parts of the proposal based on input received.

o    Collect and use feedback from the country and global team to enrich or correct the proposal.

o    Ensure that the proposed narrative complies with donor’s rules, ensuring relevance (good contextual analysis), coherence and respect for the donor thematic guidelines and policies (e.g.:  protection mainstreaming, gender policy, environmental requirements…).

o    In collaboration with our country and global M&E unit, ensure that the proposal, logical framework, and M&E plan correctly include the donor’s indicators while ensuring the inclusion of mandatory or suggested NCA indicators.

o    Make proposals and suggestions in the design of the project to optimize alignment with the donor’s strategy, focus and priorities 

Project budget

o    In collaboration with NCA finance manager and controller, lead the development of the budget following donor requirements and budgeting rules.

o    Review the budget.

o    Ensure good consistency between the budget and the narrative

Annexes

o    Ensure the preparation and quality of the annexes submitted together with the proposal 

Submission:

o    Finalize a final version with all relevant documents ready for submission within the donor deadline (including potential submission through the relevant donor platform, such as APPEL, PROSPECT, the EU Funding and Tenders Portal, Partners@International.)

Debriefing session

o    Organize a post submission debriefing

·         QUALIFICATION REQUIREMENTS

o    At least 4 years of experience in the humanitarian and development field

o    Excellent understanding of the Donors (rules and regulations (proposal narrative and budgeting formats, policies, compliance rules) for any of the following: French donors (AFD, CDCS, FID), EU donors (DG ECHO, DG INTPA, FPI), German donors (GIZ, KfW, PATRIP), UN donors, FCDO, GAC.

o    Demonstrated experience of writing successful proposals

o    Experience in writing Donor competitive proposals in the fields of GBV, WASH, Peace Building (protection), Economic Empowerment, Climate Action and Fighting Inequality.

o    Strong communication, coordination and interpersonal skills

o    Strong analytical skills (data and financial)

o    Excellent written and oral communication skills in English

o    Proficiency in the use of donor portal such as Appel (e single form), PROSPECT, the EU Funding and Tenders Portal, Partners@International.
