Framework contract on Legal Compliance Assessment and Ad hoc legal studies in the area of Migration and Home Affairs

Objectives: The objective of the Framework contract (EC-HOME/2025/OP/0009-PIN) is to provide DG HOME with timely, evidence-based legal assessment services concerning legal compliance in migration and home affairs. This includes analyzing the transposition, conformity, and implementation of national transposing measures of DG HOME’s acquis, assessing replies from Member States in pre-infringement and infringement letters, or during an ongoing complaint. These legal assessments serve to support the Commission's role in ensuring that Union legislation is correctly transposed and implemented by Member States and non-EU Schengen countries, under Article 258 of the TFEU.
