Qu25/03004: EDMITE/ National Advisor on IT systems

Objectives: The primary objective of this tender is to hire a National Advisor on IT systems to support the UNDP's "Strengthening Democratic Resilience in Moldova" project. The Advisor is expected to assist the Project team and the Central Electoral Commission (CEC) in quality assurance (QA) of documents prepared by an IT company, focusing on audit of the State Automated Information System "Elections" (SAISE), compliance with EU frameworks, development of bylaws, and the development plan for SAISE running from 2025–2028. Additionally, the Advisor will help develop Terms of Reference for an Electoral Data Warehouse (EDW) and support all stages of implementation, providing strategic IT advisory and evaluation of deliverables.
