RFP/2025/009- Develop a just energy transition framework and financing mechanism

Objectives: The United Nations Development Programme (UNDP) in Mongolia solicits proposals for developing a 'Just Energy Transition Framework,' aimed at addressing the nation's reliance on coal for electricity generation, which constitutes over 90% of output. The framework will guide Mongolia's transition to renewable energy, integrating social, economic, and environmental considerations to ensure the transition's fairness, equity and inclusivity across various communities. It is aimed at fostering investment in renewables, boosting technical capacity, and accommodating social safeguards for communities dependent on coal-based industries. The project also includes the establishment of a financing mechanism and a comprehensive Monitoring & Evaluation (M&E) design.
