Objectives: The tender aims to pre-qualify firms for the supply of goods, services, and consultancy for FSD Africa’s strategic period from 2025 to 2030. FSD Africa, a specialist development agency established by the UK Government, operates in over 30 African countries to mobilize 'green plus' finance for economic and social development. The prequalification exercise invites interested suppliers to apply for registration in various categories, such as supply of office stationery, IT services, financial and legal services, and technical consultancy, among others. The initiative emphasizes sustainable procurement practices, aiming to choose suppliers who prioritize products and services with minimal environmental and ethical impacts while achieving the best value.
Eligibility criteria: Eligible firms include those registered locally under relevant laws, individuals, and joint ventures. Firms must demonstrate experience in delivering similar goods or services to comparable organizations in terms of size and complexity. They must also exhibit financial stability, possessing adequate net assets or working capital, and commit to meet contract requirements. Special consideration is given to suppliers who prioritize sustainability in their operations. Organizations are encouraged to engage individuals living with disabilities, women, and marginalized communities to promote diversity. Additionally, firms must maintain a zero-tolerance stance towards corruption and terrorism, adhering to ethical procurement standards. Employees of FSD Africa and their immediate families cannot apply. Prospective suppliers need to present a two-page capability statement highlighting their financial and economic solvency and are encouraged to provide reference letters not older than four years to evidence their past performance. Finally, all information must be submitted in English by the deadline, in the prescribed online format, with no pre-qualification fee required.

Prequalification instructions

Introduction

FSD Africa hereinafter referred as “Procuring Entity” intends to pre-qualify firms for the provision of goods, services, works and consultancy.

FSD Africa is a specialist development agency established in 2012 by the UK Government working to make finance work for Africa’s future. We work on the ground in over 30 African countries to mobilise “green plus” finance that will power economic and social development while delivering environmental gains and building Africa’s resilience. We work on policy and regulatory reform, capacity strengthening and improving financial infrastructure, and addressing systemic challenges in Africa’s financial markets to spark large-scale and long-term change.

Prequalification is open to eligible firms, individuals and voluntarily formed joint ventures as indicated in the instructions to firms.

Sustainable procurement at FSD Africa

FSD Africa has been intentional about incorporating sustainable procurement practices in its initiatives.  To  this end, we encourage suppliers to consider adopting ESG best practices in the delivery of both goods and  services.

FSD Africa views sustainable procurement as prioritising the procurement of products and services that  have the lowest environmental and ethical impact and the most positive social results, while still achieving  the best overall value. It is about embedding relevant sustainability considerations into processes for  selecting services and goods, alongside traditional considerations like price, quality, service and technical  specifications. In practice, this means considering sustainability in every stage of purchasing services or  products.

Pre-qualification objective

The main objective of this exercise is to pre-qualify firms to supply goods/services and consultancy under relevant tenders/quotations and proposals as and when required. Interested suppliers are invited to apply for pre-qualification, indicating the category of goods, works, services or consultancy they wish to be registered in.

Existing registered suppliers are required to re-apply.
