Objectives: The primary objective of this mission is to strengthen the legal and regulatory framework related to solar self-consumption in Djibouti. The consultant will translate prior analysis recommendations into concrete legal texts, including laws, decrees, and orders. This mission aims to remove identified regulatory barriers, promote the adoption of solar self-consumption, and ensure the validation of technical standards and protocols, including the certification system, through an official decree. The ultimate goal is to create an environment conducive to the sustainable development of solar self-consumption in Djibouti.
