The objectives would be to Improve Forest Livelihoods through the Adoption of Sustainable multiple-use Forestry; Sustain and Increase Political Commitment and Public Resources for Native Forests Conservation; Improve Regional and Local Capacities and undertake Applied Research and; strengthen the National Native Forest Information and Monitoring System. The primary target group would be small and medium forest owners and communities who would be provided with incentives and know-how to put areas best suited to forestry under sustainable use. Experience has shown that native forests can be managed sustainably, and that some areas lend themselves well to multiple-use management, such as silvopastoral systems, agroforestry and the supply of non timber forest products. However, to be effective such interventions need to be accompanied by law enforcement to discourage illegal logging and land use change, which undermines sustainable practice. With the project, income of poor and marginalized forest dwellers would increase, whereas stricter monitoring would encourage sustainable practice and discourage deforestation and forest degradation. These interventions combined would mitigate climate change by reducing carbon emissions, improve biodiversity conservation, reduce soil degradation and maintain the supply of water. An essential part of the project strategy for conserving native forests is to maintain and increase the political will of an increasingly urban constituency to devote financial resources to forest conservation: for this an important national awareness-raising media campaign about native forests goods and ecosystem services, as also inclusion of the importance of native forests in school curricula among other activities will be implemented by the project. Identification completed on 27 September 2012. Environmental Assessment Category B. US$58.9 (IBRD). Consultants will be required. Implementing agency(ies) to be determined.
