LOAN-4353 PRC: Shanxi Changzhi Low-Carbon Climate-Resilient Circular Economy Transformation Project - CS3a External Environmental Monitor (51381-001)

Objectives: The purpose of this tender is to recruit a national consulting firm or agency to conduct external monitoring and review of the implementation of the Shanxi Changzhi Low-Carbon Climate-Resilient Circular Economy Transformation Project's Environmental Management Plan (EMP) and Environmental and Social Management System (ESMS). The consultant will provide independent environmental verification and consulting services to the Project Management Office (PMO), ensuring compliance with EMP, implementing mitigation measures, and undertaking the Corrective Action Plan (CAP), thereby optimizing project implementation in accordance with Asian Development Bank's guidelines and procedures.
