The Republic of Belarus has received a loan from the International Bank for Reconstruction and Development toward the cost of the Additional Financing for Belarus Energy Efficiency Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for "Reconstruction of Gomel CHP plant No 1 incl. Construction of a 35 MW Steam and Gas Unit, Installation of a 25 MW Gas Turbine, Waste Heat Recovery Boiler and Steam Turbine", AF_EEP/ICB/13/02.

The RUE "Belinvestenergosberezhenie" now invites sealed bids from eligible and qualified bidders for "Reconstruction of Gomel CHP plant No 1 incl. Construction of a 35 MW Steam and Gas Unit, Installation of a 25 MW Gas Turbine, Waste Heat Recovery Boiler and Steam Turbine", AF_EEP/ICB/13/02.

The assignment includes: design, supply, deliver, install, complete and commission certain Facilities and fulfillment of Guarantee obligations.

Completion Date under the contact including signing of the acceptance certificate is

24 months from the Effective Date as described in the Contract Agreement.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits,
January 2011, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

Interested eligible bidders may obtain further information from RUE "Belinvestenergosberezhenie" and examine the Bidding Document at the address given below from 9.00 a.m. to 6.00 p.m. RUE"Belinvestenergosberezhenie", 12 Dolgobrodskaya str., Bldg.2N , 220037 Minsk, Belarus, e-mail – tender@bies.by

A complete set of Bidding Documents in English and Russian may be obtained by interested bidders on the submission of a written Application to the address below.

The Bidding Documents will be sent by courier mail or (at the bidder's option) may be received by a bidder's representative at the office of RUE "Belinvestenergosberezhenie"at the address specified below.

Bids must be delivered to the address below at or before 11 00 noon local time, May 15, 2014. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders' representatives who choose to attend in person at the address below at 11 00 noon local time, May 15, 2014.

All bids must be accompanied by the original of a Bid Security.

The amount of bid security shall be 1 000 000 US dollars, or its equivalent in a convertible currency.
