Objectives: The primary objective of this tender is to engage a National Consultant to develop training materials and conduct a Training of Trainers (ToT) program for enhancing the capability of trainers at the Institute of Advanced Training (IAT) under the Ministry of Justice of Tajikistan. The focus is on strengthening the capacity of Civil Registry (CR) office staff to offer quality public services by adopting a front and back-office service model. This initiative is part of the larger "Improved Access to Public Services through Civil Registry Reform" project, aimed at optimizing service delivery through training on electronic systems and understanding of legal frameworks.
