Third Party Monitoring (TPM)

Objectives: The Third Party Monitoring (TPM) initiative, facilitated by the Sahel Regional Fund (SRF) and hosted by the Danish Refugee Council, aims to ensure independent, objective, and contextualized monitoring of projects. These projects, resulting from two localization-based calls in Burkina Faso and Chad and ongoing and upcoming international projects in Niger, will be monitored independently from 2025 to 2027. This independent monitoring complements existing partner and Fund Management Unit (FMU) mechanisms. The TPM’s primary objectives include providing regular analyses of contextual developments and their impacts on funded projects, documenting activity progress and field verification of assistance reception, and ensuring enhanced accountability to affected populations and donors. The TPM is a complementary tool to the ongoing monitoring by partner NGOs and the FMU, focused on data reliability, intervention quality, beneficiary perceptions, and proactive risk identification. Separate lots are defined for localized projects in Burkina Faso and Eastern Chad and for international projects in Niger, with organizations capable of submitting proposals for single or multiple lots.
