  1. The Government of Uganda received financing from the World Bank toward the cost of implementing Uganda Secondary Education Expansion Project (USEEP) and intends to apply part of the proceeds toward payments under the contract for Construction of 12 Secondary Schools Under 6 Lots (Batch 6). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
  2. The Ministry of Education and Sports now invites sealed Bids from eligible Bidders for construction of schools indicated in the table below:

NB: The period required for construction is 10 months excluding defects liability period.

  1. Bidding will be conducted through National competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- dated July 2016, revised November 2017 and August 2018, and is open to all eligible Bidders as defined in the Procurement Regulations.
  2. Interested eligible Bidders may obtain further information from Ministry of Education and Sports from Milton Ndyamuba on milndy2004@yahoo.com or Wilberforce Turyamubona on wturyamubona@gmail.com copy to rashidahn360@gmail.com and inspect the Bidding document during office hours from 08.30 hrs to 16.30 hrs East Africa Standard Time at the address given below under 9.
  3. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Uganda Shillings One Hundred Thousand Only (UGX 100,000). The method of payment will be through obtaining a Bank Payment Advise Form from the cashier on 5th Floor, Embassy House and pay at the designated Bank. On presentation of proof of payment, bidding documents may then be collected from the address at (9) given below or sent by email as may be preferred by the bidder.
  4. Bids must be delivered to the address below under 9 on or before 11.00am of 3rd July, 2025. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below under 9 at 11.15am on 3rd July 2025.
  5. All Bids must be accompanied by a bid security of Uganda Shillings One Hundred Fifteen Million (UGX 115,000,000) for each of the 6 lots.
  6. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
